Research On Improving The Mechanism Of Government To Manage NIMBY Conflict

With the rapid development of China's economy,the process of urbanization has accelerated,and at the same time it has induced many social problems.NIMBY conflict is one of them.The neighboring facilities in the city are the necessary public construction or public services in the city,which have a positive effect on the economic and social development of the entire region,but have an uncomfortable negative impact on the surrounding residents.Although the surrounding residents acknowledged the necessity of the facility,they still took action against the construction of the project,and the phenomenon that caused the conflict was called “Not in my backyard”.Compared with the developed European countries,the United States and neighboring Japan and South Korea,the phenomenon of NIMBY conflicts in the country presents some unique characteristics in our country.The neighboring facilities are caught in the situation of “one construction is noisy,one is stopped”,and the government is trapped.The cycle of "closed decision--public opposition--government suppression--conflict escalation--stop construction compromise".As a planner,builder and decision maker of public facilities,the government has the responsibility and obligation to avoid conflicts and alleviate social crises.In recent years,the Chinese government has also formed a governance mechanism in the governance of avoiding conflicts,but the neighbors still avoid conflicts.Therefore,it is particularly urgent to thoroughly study and improve the governance mechanism of avoiding conflicts.By combing the research results of scholars at home and abroad,this paper clarifies the connotation concept of neighboring conflict avoidance,neighboring avoidance facilities and government governance mechanism,and adopts the methods of literature analysis and data analysis to construct the elements and operation of the mechanism of avoiding conflicts.The process and historical evolution are studied,and the current problems of the government's governance mechanism against neighboring conflicts are analyzed.The reasons for the government's need to improve the mechanism of avoiding conflicts and the significance of improving the mechanism of avoiding conflicts are elaborated..Take a comparative analysis method,learn from the experience of neighboring and avoiding conflicts in the United States and Taiwan,and find a way to avoid conflicts in practice.On this basis,using conflict theory,governance theory,and deliberativedemocracy theory,the research proposes the improvement of the government governance mechanism of avoiding conflicts: the pre-existing mechanism,the in-process processing mechanism and the post-event feedback mechanism to solve the dilemma of government governance and avoiding conflicts.The Third Plenary Session of the 18 th CPC Central Committee will improve and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capacity as the overall goal of comprehensively deepening reforms.In response to the incident of avoiding conflicts,the government should better manage the neighbors from the source.Avoid conflicts,improve the ability to avoid and avoid problems,and get rid of neighbors and avoid difficulties.
