As an important supplement to the police force of public security organs,auxiliary police have achieved mutual benefit and win-win between public security organs and public services,and have played an active role in improving the efficiency of public security organs,relieving the employment pressure of social members and stabilizing the social order.However,,with the improvement of the degree of the rule of law,the acceleration of the market economy,and the development of international police cooperation,China's original auxiliary police management system is constantly facing the impact of the legalization,standardization and marketization of police work.There is a significant lag.The management system lacks systematic considerations.The old and new systems overlap and even conflicts,which seriously affects the rule of law construction of modern government,the normative management of public security teams,and the professional development of auxiliary police.As one of the important contents of comprehensively deepening the reform of public security,the management system of auxiliary police needs to be deepened in theory and fully implemented in practice.Therefore,this study follows the central government's deployment,with the two major policy documents on "Framework Opinion on the Comprehensively Deepening of Some Important Issues of Public Security Reform" and " Opinions on Standardizing the Management of Auxiliary Police of Public Security Organs" as a guide,and combines the actual situation of public security management,this study systematically combs the management system of auxiliary police,and provides theoretical guidance for practical work.Firstly,the present situation of the management system of auxiliary police in Suzhou is analyzed.Based on the definition of relevant concepts and theoretical analysis,this study selects Suzhou as a sample,and through the practice research and questionnaire survey,it understands that the management system of auxiliary police in Suzhou has the need to improve the legal system and the effectiveness of the training system needs to be improved.The performance appraisal system still needs to be refined,the occupational security system needs to be improved,and the implementation of the management system needs to be strengthened.The analysis of the cause of the problem provides a realistic basis for the improvement of the auxiliary police management system in China.Secondly,the management system of auxiliary police in China was constructed.Drawing on the experience of the construction of auxiliary police management systems in the United Kingdom,the United States,Singapore,and Hong Kong,combined with the reality of public security work in China,this study constructs the management system of auxiliary police with Chinese characteristics from two levels,both vertically and horizontally,grasping the vertical integration between management systems,and paying attention to the horizontal matching between various management systems.Finally,the countermeasures and suggestions for perfecting the management system of auxiliary police in China are put forward.This study expects to take the top-level design as the guide,standardize the management as the content,improve the guarantee as the requirement,perfect the supervision as the support.Escort the auxiliary police management system construction,and realize the optimal configuration and standardized management of auxiliary police from the source.
