Research On New Trends And Countermeasures Of International Police Cooperation In The New Era

Since the 19 th National Congress of the Communist Party of China,socialism with Chinese characteristics has crossed the threshold into a new era,the principal contradiction facing Chinese society has evolved.What we now face is the contradiction between unbalanced and inadequate development and the people's ever-growing needs for a better life.As the knife handle in people and party's hands,public security organizations should comply with the trend of the new era,pursue a holistic approach to national security,consider carefully of actual situation of public security work in new era,identify and resolve conflicts within the scope of responsibility,work hard to see that our country enjoys enduring peace and stability and our people live and work in contentment.Now,China is moving closer to center stage,its voice and influence are constantly increasing,and its overseas interests are spread all over the world.The global security has gradually formed an inseparable whole,so police force within a single country can no longer guarantee the safety of people by itself.The internationalization of public security work has become an inevitable trend.In the new historical background,international police cooperation has become an important support for public security organizations to maintain public order and combat crimes.It is of great practical significance to carry out research on international police cooperation in the new era.Based on the theory of global governance,international cooperation and the concept of community with a shared future for mankind,this paper analyzes the new pattern and new requirements of international police cooperation to show new trends.And then,this paper studies challenges of international police cooperation in the new era and proposes relevant countermeasures.Based on the criteria of participants,the international police cooperation pattern can be divided into global level,regional level and inter-country level.Affected by domestic and foreign factors,there are inherent factors in international police cooperation,such as conflicts of interest,differences in legal systems,conflicts of jurisdiction,diplomatic relations' influence,and imbalances in police capabilities.In the new historic juncture,there are many new requirements for international police cooperation: firstly,to promote the building of a security community with a shared future for mankind;secondly,to require China to play a more constructive role in global security governance;thirdly,to require national leaders lead police cooperation to meet non-traditional security challenges;fourthly,to require China to innovate the methods of safeguarding overseas interests.Fifthly,to enhance the ability of local public security organs at all levels to participate in international police cooperation.But international police cooperation still faces challenges such as shortage of talents,cultural conflicts,lack of cooperation mechanisms and legal lag.China should further shoulder the responsibility of a big country,attach importance to combating cybercrime,innovate cooperation mechanisms,improve the legal system,strengthen personnel training,offer Chinese wisdom and China's plan to solving the problems facing mankind,and promote the building of a security community with a shared future for mankind.
