Research On The Influencing Factors And Countermeasures Of China's Participation In Police Cooperation In Lancang-mekong Subregion

The Lancang-Mekong subregion has core significance for China to promote goodneighborly diplomacy and build a harmonious peripheral region.It is also a strategic zone for the Great Powers.The peace and stability in the region is the guarantee for maintaining border security of Southwest China and the implementation of The Belt and Road Initiative.Since the 1990 s,China has started to carry out police cooperation with Thailand,Vietnam,Myanmar,Cambodia and Laos because of the geopolitical relations.In the new era,facing the increasingly rampant international and transnational crimes such as drug smuggling,terrorism,illegal immigration,telecommunications fraud and human trafficking,it makes the police cooperation in the Lancang-Mekong subregion not only necessary,but also a reasonable choice for effectively combating crimes and maintaining regional security.Geopolitics is a kind of thought,theory,and also a methodology,which has become an important basis for countries to formulate national security and diplomatic policy.The new geopolitical theory in the era of globalization pays attention to the integration of geopolitics,geoeconomics and geoculture,emphasizing “peace”,“harmony” and “mutual benefit and winwin development”.From the perspective of the new geopolitical theory,this paper combs the development process of police cooperation in the Lancang-Mekong subregion.This paper uses literature analysis and interdisciplinary research methods,and combines the diplomatic strategy of China's surrounding areas.It also deeply analyses the driving and restricting factors that affect China's participation in police cooperation in the Lancang-Mekong subregion,and gives corresponding countermeasures based on the reality of the Lancang-Mekong subregion.In addition to the introduction part,this paper contains five parts.The second part introduces the theoretical basis and core concepts.The third part elaborates on the development process of China's participation in the Lancang-Mekong subregional police cooperation.The fourth part analyses the driving and restricting factors of China's participation in the LancangMekong subregional police cooperation on the basis of geographic factors.Based on the unfavorable factors,the fifth part presents some suggestions.Finally,the conclusion part proposes to build a “Lancang-Mekong Security Community of Common Destiny”,and puts forward the prospect of research on police cooperation in Lancang-Mekong subregion.
