Research On Credibility Of The Public Security Organs Based On Public Perception

Credibility,the “barometer” of modern society,is regarded as the strength to command the confidence of the public,and as the ability of public authority to earn the trust.Nowadays,most governments in the world have attached great importance to the improvement of their credibility.Since the SARS incident in 2003,the State Council,the Ministry of Justice,the Supreme People’s Procuratorate and media in China have turned attention to the accountability,and therefore relevant academic research and application practices are applied to increase their influence and appeal in the public.Additionally,public security organs,the integral parts of governments at all levels in our country,bear the responsibility for safeguarding national security,keeping social stability and maintaining social order and undertake the sacred mission of escorting socialist economic construction.In the context of increasingly appreciated police’s service function in all over the world,especially after the fourth police revolution,it is of great social significance to study and discuss the social credit of public security organs,to improve people’s evaluation,and to obtain broad and deep trust and psychological identity of the public.Based on a comprehensive review of the relevant research results at home and abroad,this paper defines and analyzes the basic theoretical issues such as the connotation,characteristics and constituent dimensions of credibility.Then,it puts forward five relevant hypotheses from diverse aspects,including public perception of security,public perceived quality,the perceptible law and order,political efficiency,and social attitude.According to the rules of scale design,on the foundation of measurement methods of various variables and interview results in domestic and foreign research,this paper also compiles independent variable measurement scales and the credibility measurement scales which consist of four dimensions,namely,personality credibility,behavior credibility,discourse credibility,institution and policy credibility.Taking T City as an example,it selected 350 samples to investigate.Rested on the reliability and validity test of independent variables and dependent variables,this paper uses the structural equation model to conduct empirically analysis and hypothesis test.As found in the analytic results,the overall level of credibility of the public security organs is acceptable,but there is still a gap between the reality and the ideal level fully recognized by public.Besides,the levels of credibility about the four dimensions are above average.The level of discourse credibility is the highest,followed by the personality credibility and behavior credibility,and the institution and policy credibility is the last.Among the factors affecting the credibility of public security organs,public perception of security,public perceived quality,the perceptible law and order,political efficiency,and social attitude are all positively related to the credibility of the public security organs.What’s more,public perceived quality has the most substantial influence on it.In term of the results in this survey,the credibility of public security organs can be developed in the following ways.From the perspective of government and society,it is imperative that a concerted effort is made to increase the civic awareness of our society,enhance the political and social participation,strengthen the construction of China’s social equity system,and enhance the happiness index of the people.On the other hand,public security organs need to put emphasis on the prevention and control of social public order,enhancing the level of social governance.In order to improve the quality of law enforcement cases handled by public security organs,education and training of the staff also need to be cherished.This paper still has some shortcomings because of different factors.Due to the uncomprehensive sample selection,subjective understanding of objects in the survey and procedural influence of the society,the authenticity of the data collected by the survey may not be credible enough.Hence,further research can be done from four aspects: firstly,conduct research on the credibility evaluation system of public security organs;secondly,choose a larger sample;then,carry out comparative studies between Chinese and foreign countries on issues such as the trust or satisfaction in policing;moreover,findings can be enriched and enlightened by introducing extra variables.
