| As the backbone of public security policing practice,public security joint intelligence department shoulders the responsibility of intelligence analysis,comprehensive research and assessment,and monitoring and early warning.With the coming of risk society and the revolution of intelligent policing,propelling the construction of knowledge sharing system in public security joint intelligence department is an important means to deeply dig for collective intelligence,to strengthen the ability of joint intelligence policemen,and to improve the overall efficiency of joint intelligence.For this article,a case study around the subject of “obstacles and improvement strategy for the knowledge sharing process in public security joint intelligence department” was conducted in the municipal and county public security bureaus of some place in southeast coastal areas of China(N City).Source materials were gathered through participant observation and semistructured interview,while the obstacles for the knowledge sharing process within public security joint intelligence were analyzed using the coding analysis in the grounded theory,and corresponding strategies for improvement were addressed based on this.It is found that there are four typical problems remained in the public security joint intelligence department of N city: lack of idea and enthusiasm towards knowledge sharing among the policemen,fragmentation of intelligence knowledge,limited effect brought by the current knowledge sharing mode,and the absence of integral strategic planning for knowledge sharing.A seven-factor obstacle mode was then constructed including characteristic of knowledge,organization structure,organization culture,sharing process framework,resource supply,evaluation and interaction mechanism,and interest coordination mechanism.Thereinto,characteristic of knowledge is the adaptive factor which affects organization and its members to determine their forms of knowledge sharing.Organization structure and culture serve as the context factor that initiate knowledge sharing activities,which inherently limit the dimension of knowledge sharing mode and indirectly lead to the generation of intervention factors.Process framework,resource supply,evaluation and interaction mechanism,and interest coordination mechanism are the intervention factors which obstruct the development of knowledge sharing strategies,thus influence both the willing and capability of organization members to participate in knowledge sharing activities and the effectiveness of the activities themselves.Several proposals were raised to improve the status quo of knowledge sharing in public security joint intelligence department from the aspect of participants in knowledge sharing activities,knowledge object,channels for knowledge sharing and exchanging,and the organization environment.These methods include mainly,but not limited to,creating the certain atmosphere,optimizing the organization structure and staff management,knowledge assets assessment around real cases,valuing the record and preservation of knowledge,perfecting the current mentoring mechanism among the police,developing full-fledged knowledge sharing information system,regularly planning of the knowledge sharing implementation schedule,optimizing the evaluation mechanism,and etc. |
