Research On The Role Of Government In The Governance Of The "Village To Community"

Over the past 42 years of reform and opening up,the number,scale and population of cities have been expanding in the process of deepening urbanization in China,,and the boundaries of cities have gradually expanded to the periphery.As a result,a large number of "Village to Community" communities have emerged.As a new type of community,"Village to Community" comes into being in the process of land requisition and village amalgamation in the extension of urban fringe led by the government."Village to Community" since its birth with obvious at the start of government leading,community at the beginning of the "Village to Community" construction mode of governance is the single main body government as the leading factor,in the initial stage of construction and development has achieved a certain effect,but in the face of the growing complexity of the home village changed community governance requirements,if the government in the home village changed the role of community governance remains unchanged cause some problems.Therefore,in order to cope with the increasingly complex governance needs and solve the existing problems,it is urgent to reposition the role of the government in the community governance of "Village to Community".This paper first to the selected topic background,the selected topic significance,literature review,research tools,and innovation and disadvantages were summarized,such as based on the governance theory and the theory of "pipes" reform,to our country government in the village changed the location in the community governance has carried on the review,select the S community of luoyang has a strong representative of "Village to Community" has carried on the questionnaire survey and interview survey,and through the analysis found that the existence of some problems,Research for this thesis case study concluded that the "Village to Community" exist in the process of community governance dominated tradition of community governance is excessive,the low level of community public service supply,and the community network is weak and lack of participation of residents based on meta governance theory and the theory of "pipes" reform,the government shift role as the breakthrough point to study this case as the representative of the governance of "Village toCommunity".
