Strategies On Inspiring The Endogenous Power Of Poverty-stricken People By K County Government In Inner Mongolia

Since the eighteenth congress,the party central committee with comrade xi for the core anti-poverty engines into the overall layout and the "five one" the "four" comprehensive strategic layout,also the 19 th congress explicitly precision of poverty as one of three big battle to build a well-off society in an all-round way,the party and the government of governing principle politics to poverty alleviation and development to new heights.At present,the work of poverty alleviation and development has entered a crucial stage of deepening the fight against poverty.The difficulty of poverty reduction is constantly increasing.As the target unit of poverty alleviation and development in China,county-level government plays an important role in the whole process of poverty alleviation and development.Whether the behavior of county-level government in poverty alleviation and development is in line with the internal requirements and laws to stimulate the endogenous driving force of the poor people is directly related to the effectiveness of poverty alleviation and development and the exertion of the endogenous driving force of the poor people.Through the analysis of the behaviors of K county,one of the key poverty-stricken counties in the east of Inner Mongolia autonomous region,in the process of poverty alleviation and development,it is found that the county-level government has made some achievements in stimulating the endogenous power of the poor people,but at the same time some problems have arisen.For example,cadres stationed in villages have poor execution ability,poor people's participation is formalized,poverty alleviation measures are not enough incentive,and the supply of poverty alleviation resources is not targeted.At present,the reasons for the deviation between the behavior of county-level government and the internal requirements and laws to stimulate the endogenous driving force of poor people are as follows: incomplete supervision mechanism of village-resident cadres,single power granting means of county-level government,deviation of poverty-alleviation concept of county-level government,and imperfect management mechanism of poverty-alleviation resources.In this regard,to optimize the behavior of county-level governments in stimulating the endogenous driving force of the poor people,we should carry out work from four aspects: improving the supervision mechanism of village cadres,expanding the channels of government empowerment,changing the government's concept of poverty alleviation,and improving the efficiency of poverty alleviation resources utilization.
