At present,as a special aged group in China,the retired cadres have generally entered the period characterized by the old age and high incidence rate,and are gradually transiting to the “post-double high period” characterized by “higher age and higher incidence rate”.The retired cadres are facing a series of new situations,changes and problems in personnel structure,ideology,mode of activities,service management and other aspects.It is of important practical significance to construct a new service mode for the retired cadres adapting to new situation and requirement under the background of the new era.Work to be done contains: summarizing the basic information of the retired cadres,the primary challenge and existing problems for service management;figuring out the key links and key elements to improve the optimization scheme and model;and coordinating the service and management for the aging population in the context of social and economic reform and development.Considering the new changes and new characteristics of the service management of retired cadres in the “double high period”,Mianyang Municipal government has made fruitful exploration on deepening the reform and transformation of regional retired cadres service and management under the actual situation guided by the principle of taking retired cadres as the core.Based on sorting out the research background,significance,relevant theories,and status quo of the retired cadres management,this research intends to summarize and analyze typical cases of deepening the reform and transformation of the service management of retired cadres in Mianyang with both comparative and empirical analyzing methods.It is obviously helpful for researchers to explore the reproducible reform and transformation ideas of the service management of retired cadres with duplication in the “double-high period” to summarize and sort out the theoretical results and practical exploration experience of the typical cases of deepening the reform and transformation of the service management of retired cadres in Mianyang Municipal government of Sichuan Province.First of all,this research systematically collates and introduces the practice of deepening the service management of retired cadres in Mianyang Municipal government of Sichuan Province,including the background,work basis,promotion stage,operation mode,specific practices and characteristic highlights.Empirical analysis is made in terms of reform reasons,concrete measures,main achievements and deficiencies of promoting the construction of the service and management of retired cadres,the innovation of management methods,the reform of management mode,the financial support,and the construction of service teams.Finally,based on the systematic analysis of the influential factors on management mechanism,management ability,health management,management mode and other key elements,the research puts forward countermeasure and suggestions for improving and optimizing the service management of retired cadres.The research result can be a reference to the relevant departments in other regions of China,some of which can provide practical value for promoting the service management of aging population.
