A Case Study Of "Silver Aged Happiness" Project Implemented By Ziyang Government

With the deepening of the population ageing,the problem of providing for the aged has become increasingly prominent,which has brought profound impacts on China's political,economic,social and Cultural Development The huge group of the elderly in the old-age,medical care,social services and other aspects of demand pressure is also increasing.The pension service development level lags behind,the related product supply and demand imbalance,the development mentality is unitary and so on,gradually becomes the restriction each place old-age service industry development bottleneck.How to solve the most concerned,direct and realistic problems of old-age service,improve the level of old-age service,and ensure the basic life and quality of life of the vast number of old-age people,it is urgent to promote the harmony of family,community and generation to realize the harmonious development between the old-age service and economy and society.Based on the train of thought of the Empirical research,this paper takes the implementation of the "Silver Aged Happiness" project in Ziyang as an example to solve the current situation of the backward development level,weak foundation and single service of the city's old-age Pension Based on public policy theory,public product theory and other theories,combined with the perspective of constructing local old-age service system,this paper analyzes and discusses a series of measures in Ziyang,such as perfecting pension policy guarantee,strengthening hardware platform support,and innovating the content of pension service,and finds out more innovative approaches than other regions.By implementing the "Silver Aged Happiness" project,Ziyang has gradually established an old-age service system based on home care,supported by community services and supplemented by institutional care for the aged to build up a protective barrier for the elderly by the diversified old-age care services.Through the study of the "Silver Aged Happiness" project in Ziyang,we can get the enlightenment of the "three Perseverances",that is,the premise is to improve the policy guarantee for the aged,the foundation is to strengthen the platform support for the aged,and the core is to innovate the service contents for the aged.This can not only make up for the lack of domestic research on the development trend of old-age service in western cities,but also provide experience for other cities in western region to promote the construction of urban and rural old-age service system.
