Study On The Issues And Countermeasures Of The Private Services Institutionsfor The Aged In Shijiazhuang City

With the degree of aging society continues to deepen, as well as the acceleration of urbanization and the development of small family structure, the current social security system has been gradually no longer meet the growing demand for social care services. Since the mid-eighties of the last century, The Ministry of Civil Affairs in China started "social welfare" reform, after three decades of development, a new social pension service system, which has a "home-based, community-based, institutional support for" feature, has initially built. In the situation that social care service supply and demand imbalance seriously, the private pension institutions,which is a part of the social care service system, bear the task of increasing the supply of social care services and pension services to meet the diverse needs, the importance of the more prominent.Although in recent years the private pension institutions has a rapidly growth in quantity and scale quickly, however, due to the poor external environment and lots of their own flaws, the vast majority of the institutions that at a loss or just barely break even in the state, have a struggling business in long-term, which living conditions are not optimistic. For problems of private pension institutions, digging deeper reason behind it and discovering how to solve the survival dilemma to help them promote better, has become an important academia issue.This paper is divided into three stages unfold specific studies: in the first stage, by collecting, screening, sorting, summarized the research literature about the pension institutions in both of domestic and foreign, I sum up the research status of social welfare pension and the private pension institutions, as well as built a basic theoretical research framework; in the second stage, I take field visits to some private pension institutions in Shijiazhuang City, and summarize the specific difficulties in operating, research and analysis of diverse, deep-seated reasons which lead to difficulties in the their development for the outstanding problems and contradictions, by the surveys of some issues such as the number of beds, size of the organization, occupancy rate, quality of service, financial situation and the expected development and so on, as well as interviews with managers of some pension institutions; in the third stage, on the basis of fully draw on the good experience of domestic and foreign pension institutions, I propose some suggestions and feasible countermeasures that can be used to address the survival plight of the private pension institutions in Shijiazhuang City, as well as to achieve sustainable development.According to the investigation of operating conditions and living conditions of the elderly in several private pension institutions of Shijiazhuang city, lots of the institutions can provide the necessary basic daily care services for the elderly. However limited by the insufficient capital investment, less medical equipment, poor professionalism of service personnel, and appalling living conditions, most institutions are difficult to meet a higher level of pension needs, medical care of elderly is not guaranteed support. especially for the senior and disabled groups.From the survival status of private pension institutions in Shijiazhuang City, the development of the institutions is restricted by both of external environment, such as implemented government support policies, imperfect management mechanism, unfair competition from public pension institutions, low degree of social acceptance, and many defects of institutions themselves, for instance, a vague position in development, serious shortage of funds and human resources, low service level, immature development of the whole pension service industry and other issues. Causes of the private pension institutions of Shijiazhuang City struggling in survival predicament is multifaceted, such as the long-term absence of government functions, the backward traditional social welfare system, unsound pension laws and regulations, weak institutional capacity, lack of social forces support, all this above are the deep-seated reasons hinder the their development, in addition, the negative impact of traditional social pension ideas can also not be overlookedAfter drawing on the good experience of the development of many domestic and foreign pension institutions, this paper puts forward some suggestions and countermeasures on several outstanding issues in the development of private pension institutions in Shijiazhuang City at the present stage, as well as concluded that it must insist on the development ideas that government focus on the support and safeguard duty, while the institutions operate independently. Functions of government that increasing policy support to strengthen protection of the private pension institutions, adhere to optimize the development environment and lead more social resources come into the pension services market to create favorable conditions for the development of the private pension institutions, should be cleared. Meanwhile the institutions should explore the root causes of adverse operating from their own, and improve the deficiency aspects, as well as standardize operation and management to enhance their pension service capabilities. Only through the joint efforts in order to achieve sustainable development of private pension institutions in Shijiazhuang City, thus accelerate the pace of the social care service system construction of Shijiazhuang City.
