To the politics, the most important thing is employment. Building a leading cadres team of governing party and the country is the key of strengthening the party's ability to govern, building a moderately prosperous society comprehensively, promoting and advancing the socialist modernization cause. Assessments of performance is like a "baton", which decide the direction of the work of leading cadres, and what kind of assessment criteria we have, then what kind of achievement view we have. So establishing a set of assessment system which reflects the characteristics of leading cadres, embodies the appraisal and evaluation work pattern, and embodies the scientific concept of development requirements is a major issue which is paid close attention to, actively explored , studied and addressed in the work practice, academia, and organization and personnel departments for a period.At first, this thesis cleared the related concepts of the appraisal and evaluation of section leading cadres. Then with summing up the history of our party evaluation of leading cadres, it introduced general provisions of the appraisal leading cadres in the current era, and implement of annual performance of leading cadres at section level in H prefecture,and it analyzed the problem during building performance evaluation system for leading cadres. On the basis of learning from the civil service examination experiences of developed countries, this thesis advanced building a set of performance evaluation system for leading cadres, to appraise and evaluate leading cadres objectively, justly and globally, then creating a vibrant and dynamic employment environment gradually. This thesis put forward basic thought and overall framework of building performance evaluation system for leading cadres. To make the appraisal easy to operate and adopt an open, modular structure, measurement system consisted of three basic library standardization system including "the appraisal target bank", "assessment methods database" and "assessment of the main library". Then it can select the appropriate assessment indicators, assessment methods and assessment of the main from the library based on a variety of purposes during appraisal, and it can build individualized assessment modules to appraisal. On the basis of building assessment system, this paper made an empirical analysis combined with the promotion of specific leading cadres of H prefecture.
