The Nineteenth National Congress of the Communist Party of China proposed that the goal of strengthening the army in the new era is to build a people's army with good command,winning battles and style of work.It also put forward the grand goal of basically realizing the modernization of national defense and army by 2035.With the continuous progress of national science and technology,the demand of national defense science and technology industry and the construction of weapons and equipment,the rapid development of technology and the increase of complexity,the state invests more and more in military scientific research,and scientific research projects are more and more complex.With the development of the "Twelfth Five-Year Plan",military scientific research projects mainly present more and more complex environment for equipment to be used,more and more difficult to overcome the technology to be solved.At the same time,more and more research projects are developed,and more and more competition is obvious.Therefore,project management is particularly important,especially the progress study and risk study in the process of project management.Outstanding.XX optical transmission equipment project is a "12th Five-Year" scientific research project issued by the former General Reference Information Department to Company A.The project began to be developed at the end of 2012 and passed the appraisal and stereotyping review organized by the Bureau of Science and Technology Equipment of the Ministry of Equipment Development in June 2015.During this period,it passed the planning stage,the scheme stage,the initial stage,the prototyping stage and the appraisal and stereotyping stage.The project is facing many difficulties.Management from the project start,planning,execution,monitoring and closing five process groups,strict control of project progress management and risk control.In this paper,combined with the actual situation of Company A,the project of XX optical transmission equipment is studied in detail from two aspects of project schedule management and risk management.In the aspect of project schedule management,through the analysis of WBS decomposition structure,responsibility allocation matrix,project activity ranking,activity work estimation,etc.,and combined with project software,the project schedule is formulated.Then Gantt chart analysis is carried out to identify the critical path.Finally,the key tasks on the critical path are identified by probability evaluation and the impact probability ranking of the development critical path is determined.And other indicators.In the aspect of project risk management,the paper first plans the risk management of XX optical transmission equipment project through risk planning.Then,in the aspect of risk identification,the list of risk sources is constructed.Then,in the aspect of risk assessment,the total ranking of risk levels is obtained by analytic hierarchy process.Finally,in the aspect of risk response,according to the previous ranking,the risk management is carried out.One by one analysis and monitoring of response measures.This study not only provides a theoretical basis for researchers who study project schedule management and risk management in depth,but also provides practical reference for the management of similar research projects in China.
