Administrative honor is the unity of social moral appreciation positively to civil servant,on their good conduct and contribution,and civil servant's subject perception of this kind of appreciation.Besides,the administrative honor is also the application form of honor as a spiritual incentive measure using in the administrative system,of which the functions are cultivating public service spirit,strengthening public service motivation and enhancing public service behavior.Administrative honor,considering the background of construction of service-oriented government,is of great significance practically.Therefore,it is not only the inevitable requirement of humanistic management on the public servants,but also the stand of service-oriented government to explore the theoretical basis of the incentive effect of administrative honor and exert impact more effectively on public servants.This study,taking the administrative as the research object,aims to solve three problems: the theoretical basis and incentive mechanism of the administrative honor,the realistic dilemma and causes of the incentive of administrative honor,the strategies to promote the effect of administrative honor incentive.To response to the questions above,firstly,this study,based on grounded theory,conducted qualitative interviews with 20 on-the-job civil servants and extracted the information of the records,finding that there are 11 key factors affecting the incentive effect of administrative honor,which can be classified into two categories: appraisal mechanism and reward mechanism.The key factors,aiming at civil servant,in the appraisal mechanism include: leadership,personal morality,work ability,interpersonal relationship,service consciousness,ideology and politics;The key factors,aiming at administrative honor itself,in the reward mechanism include: equality of opportunity,fairness and justice,reasonable setting,property of honor and supporting system.The further conclusion,drew form the basis of key factors system,is the theory of administrative honor incentive mechanism,which argue that: the effect of administrative honor incentive depends on the extent of realization of appraisal function and reward function,accordingly,the poor incentive effect may be attribute to the degeneration of appraisal function or reward function.The incentive practice presently,according to the different combination of the realization of the two function,could be divided into four incentive modes: materialism,idealism,pragmatism and formalism.Secondly,the study applied the theory to examine the practical dilemma of administrative honor incentive,and analyzed the causes of the dilemma in a “institution-system-process” analysis framework.One the one hand,the causes of the degeneration of the appraisal functions of administrative honor include: the “decoupling” between the implementation and institution failed;the obstructive informal norms;the closure of the system;the dislocation of subject and object in the process.On the other hand,the causes of the degeneration of the reward functions of administrative honor include: the thought of “one size fits all” embodied in the toplevel institution of administrative honor;the fragmentation of the specific institution;the departmentalism triggered by the competing interests in the system;the bias of the structure of system;the disequilibrium periodical in the process.Finally,the study,combining with the practical problems and theoretical basis,intend to propose the suggestions to refine the situation of administrative honor incentive.
