Civil servant is an important part of Human Resource in a country. Civil servant performance appraisal is the core function of Civil servant management and an important and difficult task for Human Resource .It is especially necessary to manage it.As the entering in WTO of China, traditional human management have changed too much, many new ideas,methods and technologies are applied in government. So only guided by the technology and the way of scientific appraisal, combined with the Civil servant practice, furthermore, with a improved Civil servant appraisal system, we can get the true appraising result, which will be the base of performance improvement of Civil servant. Only with the true appraising result, we can select and appoint right person with ability justly, fairly and objectively.This article is based on the present civil servant appraisal system and the investigation of the present situation of operation and problems of appraising in the× District×Department of Chengdu city. Referencing on the technology and the way of appraisal in industrial and commercial enterprise, combining with the civil servant practice, using the contemporary theory of Human Resource Management, adopting proving and theory analysis, adopting the quality and quantity analysis, I have researched the theory, the intension and feature of Civil servant practice, and the technology and the way of civil servant appraisal system. Finally, I have proposed the model of civil servant appraisal system for the×District×Department in which civil servant are classified and distinguished in the titles and grades.
