Undertaking Subjects Pluralism Research In Government Purchasing Public Service

With the development of economy and society,the characteristics of social pluralism in China have become increasingly prominent.Correspondingly,in order to meet the diverse public service needs in the society and enhance the people's well-being,China has launched a reform of the purchase of public services in the field of public services.This is also an important measure for the reform of China's administrative system,the transformation of government functions,and the modernization of the national governance system and governance capacity.In a pluralistic society,pluralistic public service supplies with social and economic benefits need undertake the subjects to be pluralistic.This kind of pluralism,is not a simple diversification,nor a monism,but a state in which the various entities take full advantage to supply public services.On this basis,to study the pluralism of undertaking subjects in government purchase of public services has reference and guiding significance for the practice of purchasing public services.Meanwhile,it provides a feasible path for the reform of public institutions and the development of social organizations.This paper uses literature analysis method,text analysis method,statistical analysis method and other methods to analyze the generation logic of pluralistic undertaking subjects in purchasing public services and examines the status quo of Wuhan municipal government's purchase of services.In addition to the introduction,the structure of the thesis consists of four parts: conceptual and theoretical basis,logical representation,current status investigation,conclusions and policy recommendations.The main players in the purchase of public services include social organizations,institutions and the private sector.The pluralism of the subject is derived from the pluralism of values,that is,the state in which the three are equal,independent,responsible,and do their best in the process of public service.The new public service theory is the public rationality to be undertaken for the pluralistic undertaking subjects.The multi-center governance theory is the theoretical support for each subject to participate in the supply of public services.And this is not only theoretically justified,but also has its generated logic in practice: on the demand side of public services,pluralistic social interests and social ideas require multiple public services;On the supply side of public services,the dilemma of the failure of a single entity to supply public services requires the public services undertaking subjects to be pluralistic.Based on the theoretical analysis,the paper analyzes and descriptive statistics on the procurement announcement,the bidding announcement and the scrapping announcement of the government's purchase of public services in 2013-2017.The study found that in the practice of purchasing public services in Wuhan,the value orientation of the government deviated from public reason;The undertaking subjects undertake the public services with a feature of monism,although it is diverse.The private sector occupies a dominant position,and the participation of public institutions and social organizations in the purchase of public services is limited,and its public attributes cannot be fully realized;The process of purchasing public services lacks effective competition.In this regard,the reasons are analyzed from the perspectives of the scope and scale of purchasing public services,the willingness and ability of undertaking subjects,and the procedures and techniques for purchasing public services.Finally,it is proposed that the pluralistic development of the Wuhan Municipal Government's purchase of public services has not been achieved,and its status is a diversified form;the expected goal of the gover nment's “smart buyer” has not been achieved.In response to the causes of the problem,this paper makes policy recommendations which including the aspects of perfecting the multi-level competition pattern,deepening the definition of purchasing public service boundaries,connecting with the reform of public institutions,and supporting social organizations.
