In recent years,school bullying incidents have frequently appeared in various media,and have received widespread attention from the society.At the same time,many typical cases have caused huge public opinion,but so far there is no better solution.School bullying is not an accident.It has always been on the campus,and it has become a long-term security risk.What has worsened the healthy growth of young people and the construction of school management order.There are many factors in the occurrence of school bullying.The prevention and control of campus bullying is also a complex and comprehensive project.With the rapid development and changes of the society,many traditional methods and strategies for school bullying have been unable to deal with today's students.The ever-changing means of bullying,behind the bullying incident,there are the omissions of parental education and the lack of education management.At present,there is no specific legislation on campus bullying in China,and the long-term lack of law and other factors are mixed,so that school bullying frequently occurs.The situation is not protected.To treat bullying on campus,we should build a new way of thinking,and use all aspects of strength to integrate the excellent resources of all parties to establish a multi-faceted and diversified governance system for comprehensive rectification.This paper starts with the definition of school bullying concept.The article analyzes the current reality of campus bullying in China from various perspectives and tries to propose solutions.This paper is divided into three chapters.The purpose and content of each chapter are as follows:The first chapter is "the development and causes of campus bullying" : composed of three subsections.The first section defines and explains the concept of bullying in schools.There is no certainty in the concept and definition of campus bullying in academic circles and practice.There is no professional legal term to make it clear,which is not conducive to the further study of bullying on campus.This article starts with the definition of campus bullying and distinguishes it from the confusing “campus violence” by defining the bullying of campus.As a basis for analyzing the bullying behavior of the campus,this will be further developed in the following analysis.The second chapter is "Experience and Enlightenment of Foreign Anti-Campus Bullying" : This chapter is divided into four sections.The first section explains thebullying mechanism of American campus through the characteristics of anti-campus bullying legislation systemization and education and punishment measures.The second section summarizes the bullying mechanism of the Korean campus,which mainly includes special legislation,clear responsibilities of various departments,and flexible decision-making for campus bullying.The third section summarizes the characteristics of the bullying mechanism in Japanese schools;the fourth section passes the judicial system and professional organizations.The system and other aspects compare the bullying treatment mechanism between China and foreign schools.This chapter illustrates the experience of foreign anti-campus bullying by citing the specific measures and characteristics of bullying in the typical area of ??anti-campus bullying in foreign countries.It summarizes its merits and excellent experience as a reference for China's governance of bullying in schools.Some areas in foreign countries are anti-campus bullying.Legislation,governance system and other aspects have rich experience and practical results,China can absorb some of its excellent experience and get inspiration.The third chapter is "the way of prevention and governance of school bullying behavior" : This chapter puts forward opinions on prevention and governance of campus bullying,and proposes specific countermeasures and measures from the three levels of campus,society and law.The campus is mainly improved through the formulation of emergency plans,regular campus inspections,teaching special education,faculty training and evaluation.The social level mainly establishes a bullying behavior classification management system,establishes a diversified reporting platform,and establishes multi-party integration.The communication and cooperation mechanism and the establishment of a standardized family member training system were improved;the legal governance was improved by including the socially harmful bullying behavior in the legal evaluation,improving the campus bullying legislation,and building a comprehensive legal responsibility system.This chapter is the focus and innovation of this paper.From the perspective of domestic actual environment and reality,through the multi-faceted analysis from school,society,law and other perspectives and the causes and solutions of campus bullying,the perspective is based on the present The practical guiding significance of prevention and governance of school bullying,enriching the combination of theory and reality of campus bullying prevention,and hoping to propose a specific strategy plan with feasibility and efficiency in the prevention and control of school bullying,emphasizing legal responsibility under the rule of law society And in accordance with the law,stressing the need to play the law to cope with school bullying behavior,formulate corresponding punishment measures,adhering to the ideas and spirit of education and punishment,and seeking ways to prevent and control school bullying in China.This study will explore the problem of bullying in China from various aspects.I hope to understand the current situation of bullying in China,explore the experience of foreign anti-bullying system and learn from China,and put forward in the prevention and governance of campus bullying.Feasibility advice with the characteristics of China.
