Research On Punishment Measures For Perpetrators Of Bullying In Schools

In recent years,there have been serious campus bullying incidents involving students in many primary and middle schools in China.The students involved in the matter are both school students,but also students who have just graduated or dropped out of school or dropped out of school;There is bullying between heterosexual students and bullying between same-sex students;There are both mental and psychological language bullying and physical violence.There is bullying among students on campus,as well as bullying around schools or in cyberspace.Thus,along with rapid socio-economic development and the impact of various situations at home and abroad,bullying among students,especially in primary and secondary schools,is on the increase.The seriousness and universality of the problem can not be ignored.This paper is divided into the following four chapters: The first chapter is an overview of the problem of campus bullying,mainly including the concept of campus bullying,the status quo and characteristics of several aspects.The second chapter is about the deficiencies of punishment measures for campus bullying offenders,mainly from civil,criminal,administrative and comprehensive management aspects to find out the reasons,providing the basis for the follow-up improvement of punishment measures for campus bullying offenders.Chapter three is the overseas investigation of the legal issues related to campus bullying.It mainly introduces the advanced experience of the United States,Japan and other countries in the field of campus bullying.Through the analysis of the advanced experience of foreign countries,it finds out the parts that can be used for reference.Chapter IV is the improvement of punishment measures for campus bullying offenders.In view of the deficiencies of the punishment measures proposed in Chapter II,this paper puts forward suggestions from civil,criminal,administrative and comprehensive management aspects to further punish campus bullying offenders.There are many reasons for campus bullying problems,both internal and external.The lack of awareness of the legal rules of primary and secondary school students is the main internal reason for campus bullying.The lack of family education is the primary external cause of campus bullying motivation.School education is lacking.Social and environmental impacts and inadequate legal systems are also causes of campus bullying.The author hopes to analyze the cause of bullying on campus,put forward suggestions for improving the relevant legislation,strengthen the necessary punishment measures for the perpetrators,and finally reduce or even eliminate the appearance of bullying on campus,and also a large number of young people without bullying,carefree campus environment.
