Research On The "Three Changes" Reform Of Rural Areas In Panzhou City,Guizhou Province In The New Era

"Spring breeze comes,thousands of pears bloom." The "three changes" reform,full of vitality,has blown through the land of Panzhou(formerly Panxian County,Liupanshui City).In the New Era,the development of rural industry has ushered in the new opportunities.Panzhou City actively explores a new model for rural development,through "resources change into assets,capital change into stock fund,and farmers change into shareholders",breaks down the development shackles,the situation of low efficiency of decentralized operation in rural areas has been changed for a long time.The new needs of the development of the times market have improved the development of rural areas,led the peasants to get rid of poverty and finds an effective path for Panzhou to implement the rural revitalization strategy and build a well-off society in an all-round way.The "three changes" reform in rural areas is a new thing in social development in recent years and has achieved gratifying results.However,there are still many problems that need to be further studied both in theory and in practice.This dissertation is based on Panzhou City,To sort out and summarize the relevant theories of the "three changes" reform,including Pugu Township,Panguan Town,Yuni Township,Lianghe Street Office and other towns.Through field work,the author conducted on-the-spot interviews,organized various indicators and data,and conducted research on the "three changes" reform in the places.The very first part of the paper introduces the reality of the rural "three changes" reform.The first chapter sorts out and summarizes the theoretical basis,realistic basis,basic connotation and practical process of the rural "three changes" reform.The second chapter studies the practice of the "three changes" reform in rural areas of Panzhou city,analyzing its current situation,measures,achievements and experiences based on the field data obtained from field research in Panzhou city.The third chapter from the perspective of farmers,the government and the business entities,this paperanalyzes the problems existing in the "three changes" reform in Panzhou city in the aspects of farmers' participation consciousness,supporting policies and regulations,supervision and management,risk prevention,talent supply,etc.The fourth chapter puts forward suggestions to perfect Panzhou City and promote the "three changes" reform in rural areas from three aspects of strengthening farmer education,insisting on supporting follow-up and strengthening management.The cooperative economy is a middle form between private economy and the public.The "three changes" reform is a new development model of the cooperative economy,it is also an echo of Xi Jinping's new theory of socialism with Chinese characteristics on the theory of rural rejuvenation.The Central No.1 document "reported" the "three changes" reform in rural areas for three consecutive years.It can be seen that the "three changes" reform in rural areas has exerted a great influence on China's vast rural land.The "three changes" reform in rural areas has become a catalyst for rural revitalization and an advanced experience to promote the development of rural industries.This paper analyzes the relevant content of "three changes" reform in rural areas,and carries out in-depth analysis,range from measures,status,effectiveness,experience,problems,etc.On this basis,it puts forward suggestions on the existing problems and future development of the "three changes" reform in rural areas of Panzhou City,aiming to provide useful reference for the development of the current "three changes" reform reform in rural areas.
