Academic research on civil servants' emotional intelligence is rare at home and abroad. The concept of "emotional intelligence" was originally proposed by Western scholars.Since the introduction of this concept by Chinese scholars, the initial research field is only based on enterprises, with public management. As the academic community matures, scholars gradually develop a more mature scale based on China's cultural background and realistic situation. As a result, the research tentacles on emotional intelligence gradually extend to the government.Looking at the academic circles at home and abroad, the discussion on the performance of civil servants has matured. It is also worth noting that there is little discussion about the relationship between real-life leadership and job performance.According to the theory of resource conservation, emotional intelligence is in real leadership and job performance. What is the role and the mechanism of action? This key proposition is basically blank in the academic circles at home and abroad, especially for civil servants. In order to clarify this new problem, this study proves the hypothesis test by empirical data analysis.Firstly, according to the literature review, the relevant theoretical hypothesis is put forward, that is,the adjustment effect between real leadership and job performance, emotional intelligence and job performance and emotional intelligence between real leadership and job performance.Secondly, this study selects and corrects the measurement scales of the three variables, and then selects the civil servants of some counties and districts in Lanzhou to conduct a questionnaire survey.Thirdly, according to the questionnaire data, the empirical analysis was carried out using SPSS23.0 software, including description analysis, correlation analysis and regression analysis of variables. The final empirical analysis shows that real-life leadership has a significant positive impact on civil servant performance, and emotional intelligence has a positive impact on civil servant performance.Three of the five dimensions of emotional intelligence are betweenreal-life leadership and job performance.Regulating effect. Finally, based on the results of empirical analysis, this study puts forward relevant suggestions, namely, effectively transforming the leadership style, strengthening the leader's own moral cultivation;reshaping the organizational atmosphere, strengthening the internal communication and communication;optimizing the selection and training mechanism to ensure the effective improvement of emotional intelligence;Emotional intelligence development, establish a sound long-term development mechanism. The possible innovations of this research are as follows: First,a new theoretical model is constructed with a new theoretical perspective, which explores the regulatory effect of emotional intelligence between real-life leadership and civil servant performance;secondly,by testing new empirical data.New findings were obtained, that is,through the questionnaire survey of local civil servants, the relevant hypotheses were verified, and the latest theoretical findings were obtained, which provided a new reference for the improvement of the effectiveness of civil servants in China and the improvement of relevant institutional regulations.
