The selection of female cardres is closed to the basic national policy of equality between men and women come true,and also closed to the development of the overall quality of the cardres.After the founding of People's Republic of China,with the liberation of thinking,the Party Central Committee makes great efforts in the selection and use of female leaders in terms of policies and regulations,thus,female's right of participating in the administration and discussion of state affairs gets guaranteed gradually.Since the 18 th National Congress of the Party,Remarkable results have been achieved in comprehensively deepening reform,It has vigorously promoted the liberation of the whole society.with more and more women taking the leadership positions at all levels of the Party and government,they are playing an important role in the national economy and the management of social affairs.However,there are still some problems in the training and selection of female leaders,such as the low proportion,weak power and position as well as the traditional prejudice,etc,and the research on female cadre selection was less and weaker than that on young cardres.which are especially prominent in some Northwest backward areas.Following the 18 th National Congress of the Communist Party of China,which included the basic national policy of equality between men and women in the Party's administrative program,the 19 th National Congress reiterated the basic national policy of equality between men and women,and repeatedly referred to the protection of the rights and interests of women and children.Therefore,how to promote the cadres adjustment,further optimizing the gender proportion of leading cadres and making the cadres structure more reasonable is a new problem to be solved urgently under the new normal.As an important function department of municipal government in charge of social administrative affairs,Lanzhou Civil Affairs Bureau system has typical representation in the selection of female cadres.Taking the civil affairs bureau system in Lanzhou as an example,combing out the main practices in the selection of female cadres Analysis on the question and related theories of human resources,performance management in public management,and gender theory.In terms of research methods,this paper consulted a large number of research documents,Conducting questionnaire survey and random interview among female cadres in bureau system,Referring to the best practices of Liuzhou,Shanghai and Beijing,Based on the analysis of the present situation of female cardres and the experience and problems in the process of selecting female cardres in the civil affairs system,The number of female cadres in the Bureau of Civil Affairs in Lanzhou City is small,the proportion is low,the functions are weak,the education and training assistance is not strong,and there are many factors that interfere with the family.This paper tries to explore an effective way to promote the selection and development of female cardres.To provide a certain reference basis for the perfection of the cardre selection mechanism and the reform and development system.This paper is to call for more fair methods of selecting and appointing female cardres,creating a more scientific,democratic and equal social environment,causing more scholars pay attention to the selection and appointment of female cadres,to increase the proportion of women cadres' participation in political affairs important fields,and to build a harmonious,stable,progressive and orderly political ecological environment.Femal cadres in the service of people livelihood and economic and social development to make greater contributions.
