Counties is the most important, the most basic and most cutting-edge of China’sadministrative divisions, political structure and the economic and social management,It is between the cities and the towns,playing a connective role in the selection andthe appointment, especially for the female cadre in the selection. Since opening upand the reform, the organizational departments of counties have made someachievements in the selection and appointment of woman cadres and the large numberof outstanding female talent joined into the contingent of cadres of counties. However,there are still a lot of deficiencies in the selection and appointment, therefore, toexplore the existing problems and countermeasures in the selection and appointmentof women cadres is both a theoretical issue, but also a far-reaching practical task.In this study, starting from a gender perspective, on the basis of researching andcollecting a large number of documents, combined with the research of women’sstudies, political science, public administration, sociology, and other multi-discipline,To make the Marxist cadre selection theory, gender theory and representativebureaucracy theory as the theoretical basis, The integrated use of gender analysis oflaw, documentary research, historical analysis, systems analysis, theoretical analysisand empirical analysis research methods to conduct the following conclusions: Firstly,there are inadequate institutional arrangements and procedures to be not up tostandard and weak supervision in female cadre selection and appointment of counties.Secondly, the selection and appointment of female cadre is constrained by the factorssuch as historical, social and Female Subjectivity. Thirdly, modify female cadreselection and appointment of counties is a long-term, complex and gradual processand should persist in overall consideration, scientific development and breakthroughsin key areas. Advance ideological emancipation, policy support, expansion of democracy, train reserve, refinement process, supervision and restraint these six keyareas.This study sought to be able to guide the concrete practice of female cadre selectionand appointment of counties, in order to promote the gender optimum ratio ofcounties cadres, maintain the politics power of counties women cadres, improvethe selection and appointment mechanism of counties, build up a harmonious genderdevelopment of political atmosphere.
