A Research On The Path Of Government's Function Transformation In Higher Education On The Perspective Of "Fang Guan Fu"

Higher education is an academic and professional education after secondary education,and also an incubation pool for national high-level human resources,it is a quasi-public good.In the early days of new China,we used centralized way to manage higher education.After the period of reforms and opening-up,the government realized it's advantages and disadvantages through conflicts between prosperity of market economy and the limitations of government.The exploration of government function transformation has been popular after the reform of government institutions,which was triggered by government function transformation in 1993.Transformation of government functions should be adapt to era,and focus on transforming the management scope,role,content and methods of state administrative organizations.It is intended to start the reform from the government itself to various fields of society.In 2016,the ideology that "Fang Guan Fu",which is about government functions with Chinese characteristics,launched a new wave of in-depth reform.In the new era,higher education in China focus on stimulating the power of talent cultivation and the vitality of higher education.In this field,the government should adhere to party's leadership,then transform its responsibilities and functions to governance and service in the meantime.Under the background of "Fang Guan Fu",this paper proposes specific paths based on the goal and principle of turning "omnipotence" to "limitation" and turning "domination" to "governance and service".Based on the comprehensive analysis of data and literature,it can be seen that the government has achieved preliminary results these years,and "Fang Guan Fu" has gradually penetrated into higher education and played a guiding role.However,there is still resistance both in time and space.At present,we still have to face those urgent problems such as superficial autonomy of university running,vague self-positioning of universities,insufficient allocation of resources,depending on government in evaluation and low level of government services,etc."Fang Guan Fu" is not only a world view but also a methodology.The author regards "taking the initiative to delegate","scientific management" and "efficient service" as the logical line,and tries to come up with detailed strategies as follows: strengthening the construction of institutional system,preceding scientific orientation and classified management,optimizing the allocation of resources,improving the evaluation system,establishing multiple cooperative governance mechanisms and enhancing the effectiveness services by using the ideology of "supply side structural reform".The finial targets are implementing "Fang Guan Fu" deeply,providing theoretical framework and paths for transforming the government management functions into macro-manager,evaluator,supervisor,coordinator in multi-subject cooperative governance relationship,and service provider for higher education.
