| In the process of policy implementation,policy makers hope that policy holders will be able to implement policies in place in accordance with the requirements of the policy text.But in reality,policy implementation is not always what policymakers are willing to do,and policy executors are not always in place to implement policies.As the breakthrough of the new round of administrative examination and approval reform,"Fang Guan Fu" is a new self-innovation movement carried out by the new government under the requirements of the comprehensive deepening of the reform.Since the issuance of the central policy,governments at all levels have been implemented.In the process of implementing the superior policy,the lower government is not always able to put the policy in place according to the requirements of the superior,and the grass-roots government,as the end of the policy implementation,has a variety of implementation situations:The implementation of homogenization is still in place,and many excellent practices of innovation and implementation are also emerging.At the same time,there is also a failure of policy implementation and other policies.The purpose of this paper is to explore how to understand the various strategies of the grass-roots government in the implementation of the " Fang Guan Fu " policy,so as to better ensure the implementation of the policy in place of the grass-roots government.To this end,this article will start from four aspects:(1)How do we see the new perspective of policy implementation analysis?(2)From the perspective of strategic space,how do we understand and understand the various situations of the implementation of the policy of putting the tube into service at the grass-roots level?(3)How do we understand the different policies implemented by different grass-roots governments?(4)How to improve the effectiveness of grass-roots government’s policy implementation through policy space oriented?The answers to these questions will be divided into four parts.The first part(the first chapter),combing existing research results,finds a new perspective of research.Through the literature review,it is found that the current research on policy implementation will focus on policy failure,and the research on the whole process of policy implementation is relatively lack,moreover,most of them are normative research.The research objects are mainly local governments represented by provinces and cities,which provides space for our research.To this end,we introduce the research perspective of strategic space,taking concrete basic level government practice as a case,enriching the material of empirical research and grass-roots executive object,not merely explaining the policy implementation "what is not",but to truly define the issue of "what is the policy".The second part(the second chapter),based on the theory and connotation of policy implementation,constructs an analytical framework for grass-roots government policy implementation.Following the consensus of policy implementation dynamics,policy implementation is a dynamic process,and executors will be subject to structural constraints of policy system.The specific performance is the "explicit restriction" of the superior government,the "procedural restriction" of the policy text,the "substantive restriction" of the policy resources and the "recessive restriction" of the policy environment.When such constraints are incomplete and can be discovered and utilized by executors,policy implementation has strategic space.By introducing the three dimensions of discretion,text fuzziness and resource availability,the analysis framework of the policy implementation strategy of the grass-roots government has been formed,which provides a comprehensive and complete explanation for the practice of grass-roots government’s policy implementation.The third part(third chapters and fourth chapters),the implementation of the " Fang Guan Fu " policy in the K District of Dongying as a concrete case,using the policy implementation strategy space analysis framework for empirical interpretation.First of all,a complete explanation for the implementation of the policy of putting the tube into service at the grass-roots level is given.Secondly,there are different implementation results among different grass-roots governments.By analyzing the obstacles,conditions and driving forces of grass-roots government’s policy implementation,the implementation and implementation of grassroots governments are not in place.The fourth part(the fifth chapter)puts forward some experiences and suggestions for improving grass-roots government’s policy implementation.Combined with the third chapter,Dongying K district has implemented the outstanding experience of implementing the policy of putting the tube into service,and the fourth chapter has analyzed the obstacles,conditions and dynamics of the grass-roots government’s policy implementation.Combined with the third chapters of the Dongying K district to implement the " Fang Guan Fu M policy of excellent experience and the fourth chapter of the grass-roots government policy implementation of obstacles,conditions and motivation analysis.Accordingly,we put forward corresponding experiences and suggestions to solve the effect of grass-roots government’s policy implementation,so as to provide a guarantee for policy implementation at the grass-roots level.On the one hand,through the analysis of strategic space,this paper constructs an analytical framework for policy implementation strategy space,which provides a complete and comprehensive explanation for the various situations of grass-roots government policies.On the other hand,taking the" Fang Guan Fu " policy in the K District of Dongying as a specific case,the analysis framework of the policy implementation strategy space is empirically analyzed.At the same time,it provides a rich case material for the implementation of the "management suit" policy for the grass-roots government. |
