Research On Community Network Governance

In the 1990 s,as a good theory of public governance,network governance,first appeared in the United States,as the reasonable use of the theory of network governance,are welcome in practice,gradually accepted by Chinese and western governments management department and popularized.The emergence of network governance is the challenge to the traditional government system model,but due to the changes of governance body,structure,mechanism,in the practice of public governance brings new opportunities for the government.Along with the deep reform of the economic and social development,the innovation of social governance not only be written into the "decision" in the third plenary session of the eighteenth as of 19 large,more become hot issues in the study of Chinese governments at all levels and academia to discuss,also out many outstanding achievements of theory and practice of innovation,which contains the characteristics of network governance theory and practice,etc.This paper through the introduction of the related concepts of network governance and the development course,the introduction of the essence and features of network governance,and Qinhuai district in Nanjing city as a case study object,from two aspects: theoretical and empirical analysis of the current grass-roots community network governance practice experience and the problems and reasons of systems and mechanisms.At the same time,with the domestic and foreign sixcases selectedsocial drive case from Australia to the characteristics of eco-city construction,the features with governmental political innovation,the United States in the public sector outsourcing of welfare reform and China baoji wei river park management,small and medium-sized enterprises in shenzhen city hosting production safety Yangling demonstration zone agro-technique extension school and local cooperation,carries on the analysis to refine,derive inspiration.Hope that this article research and exploration,bring a new opportunity for development of grassroots community network governance,contribute a meager strength.
