Study On The Cooperative Mechanism Between Government And Social Organizations In The Supply Of Public Goods

Over the past 30 years since reform and opening up,China's economy has been developing at a high speed and has made remarkable achievements in the world.But at the same time,all kinds of social contradictions and social problems accumulated over a long period of time are also highlighted,and the reform of government functions has been progressively promoted.Especially in the supply of public goods,with the deepening of the reform and the change of the role of the government,the mode of cooperation between government administrative agencies and social organizations in the supply of public goods has become one of the most important ways of reform in the economic and social development.Based on the theoretical analysis of the cooperation between social organizations and government in providing public goods,this paper adopts literature research method and case analysis method.In the study of literature,the author uses the database knowledge and related contents of the network digital library,retrieves the literature related to the research,and also collate the related literature and books at home and abroad.Case analysis.At present,in our country,the cooperation between government and social organizations in the field of public goods has already had many years of practical experience,and a lot of new forms of cooperation have been gradually explored in each region.At present,the cooperation mode of public goods supply in our country has been gradually adjusted,which has changed the central position of the former government agencies in this field.The main manifestation is the diversification of the main body in the supply of public goods.But judging from the public value assessment,such adjustment is also a result of the lack of public goods in the public value.For example,the distribution of the utility of quasi public goods,such as health care,old-age service,basic education and so on,is very uneven in the society,which is a manifestation of the lack of fair and fair public value.Moreover,for example,the output of some articles is extremely unreasonable.This is also a manifestation of the lack of public value in Pareto's optimal realization.There are four main reasons for the absence of publicity.Firstly,in such an adjustment process,too much reliance on such an unreasonable market mechanism.Secondly,the government has not set the government's public sexual behavior as the core goal of value.It does not allow the public to fully participate in the supply and production,but also ignores the public value of the supply and transaction costs.Thirdly,the multiplicity of public goods supply decision mechanism has not been ensured.Fourth,the financial power of the local government agencies was not fully authorized,which resulted in the lack of the capacity of autonomous supply in regional places,which led to the influence of "cowardly publicity".From the above,in the process of the adjustment of the supply of public goods in our country,we should pay attention to the public values of the government,let the public participate more and optimize the relevant mechanism,etc.so as to let the public value return and make the government and social organizations find a balance in the cooperation of public goods supply.Through the case of the supply and cooperation of the public goods by the old-age service,this paper promotes the development of some experience and theoretical research on the supply of public goods by the social organizations and the government departments.According to the experience of the cooperation between the government and the social organizations in the supply of public goods,the government and social organizations are put forward in the combination of public goods.Construction and analysis of the causes of the problems,and put forwardcorresponding countermeasures for the causes of the problems.There are still many deficiencies in the mechanism of public goods supply and cooperation between government administrative agencies and social organizations,so we need to continue to promote more research on the cooperation mechanism of public goods supply by government and social organizations.
