With the development of society,the problem of left behind children in rural areas began to enter the public view.Rural left-behind children is produced in the context of social transformation in China's special vulnerable groups.if the problems of the children left behind in rural areas can be resolved,it will benefit not only to the health of rural children left behind themselves,but also to the implementation of new rural construction and social harmony and stability,which is the objective need of China with Balance urban and rural development and realize the equalization of public service.However,in the real world,there are still many problems in the life and study of the left behind children in rural areas,which is not conducive to the stable development of the society.Hence,it is very necessary to study the basic level of government as the main body of social governance.Sdutying it how to play the service function,and how to solve the problem of left behind children in rural areas.On the basis of reviewing the theory and practice of left behind children at home and abroad,this paper defines the concept of left behind children in rural areas.Zhu Shan county of children left behind in Shi Yan city Hubei Province is the research object,through Literature material law?questionnaire survey method?interview method obtaining left-behind children's latest data in Zhu Shan county,understanding the children's Life and growth and the basic problems faced by children left in rural areas of Zhushan County Area: lack of care,standard of living the relatively low social problems,experience problems,learning problems and social support,security issues.On the basis of this study,research Zhushan County Government to solve the problem of left-behind children and puts forward the solutions to solve those problems.At the same time,we combine three aspects of family,school with society to analysis the causes of left-behind children problems.Proposed in the perspective of service-oriented government,we counter measures to solve the problems of rural left-behind children: the grass-roots government can make the government direct care rural left-behind children,government guidance social care rural left-behind children,government guidance school care rural left-behind children service,government guidance family care rural left-behind children.In this paper,we further clarify the responsibilities of the grass-roots government and the relevant departments,wish to explore the new management model of left behind children in rural areas,in order to play a reference role for the grass-roots government to deal with the problem of left behind children.
