Letters and visits are an important part of the party's mass work and play an indispensable role in safeguarding the legitimate rights and interests of the masses,reflecting social conditions and public opinions,and promoting social harmony and stability.As the society enters the transition period,social contradictions at all levels are obviously increasing.Meanwhile,citizens' awareness of rights protection,legal awareness and requirements on the quality of complaint reporting work are constantly improving.At present,dislocation alienation of complaint reporting function,incomplete implementation of complaint reporting system,nonstandard complaint reporting procedures,emergence of the problems in complaint reporting,repeated public visits,collective visits and the cross level visits all have a strong connection with the lack of scientific standardized management of the complaint reporting.At present,under the background of comprehensive law-based governance of the country,standardized management,normative constrain of letters and visits' each part with standardized " concert,simplifaction,coordination,selection" principle.effective adjustion of complaint reporting function,regulattion of the behavior of letters and visits,optimization of complaint reporting procedures,continuous improvement mechanism,To prevent the arbitrariness of complaint reporting and the handling of problems,and avoid the occurrence of repeated visits,extra-level visits and large-scale collective petitions caused by the improper handling of complaint reporting,will surely become a new trend of the standard management of complaint reporting and a new method to promote the implementation of reform measures of complaint reporting.The main content of this paper includes:Part 1(chapter 1,chapter 2).Background,importance and current status of this research were clarifyed.Theoretical basis,principle of standardization and the basic concepts of standard,standardization,petition and petition standardization,etc,.involved in this paper were explained and expounded in this part.Part 2(chapter 3).According to the basic principle of standardization,this paper demonstrates the necessity and feasibility of introducing the standardized management concept into the complaint reporting work.Part 3(chapter 4).Based on the basic theory and principle of standardization and the current system of letters and visits in China and the practice of letters and visits,this paper points out the main factors that restrict the standardization construction of letters and visits at present.Part 4(chapter 5).From these six parts,such as the full implementation of the overall requirements of inquiry work standardization management,strictly following the basic principles of standardization of letters and visits,the essential point of inquiry work standardization management object,letters and visits work standardization system framework and comprehensive combing and prepartio nof the inquiry work standardization management manual,continuous improvement of standardization work,such as the handling of complaint reporting,I proposed a viable way to achieve standardized management of complaint reporting under the current letters and visits system.
