Research On Hangzhou Metro Emergency Management Based On 4R Theory

For cities,the construction of Metro can save ground space and reduce ground noise,which is conducive to the development of energy saving and emission reduction.Metro has become the best choice for mass travel because of its fast operation speed,large traffic volume and high punctuality rate.Subways are being built on a large scale all over the country,such as Hangzhou.The opening of the subway has brought vitality to the urban development of Hangzhou and promoted the energy level of the whole city.However,due to the special structure of the subway,once the earthquake,fire,flood and other natural disasters as well as human-caused terrorist incidents occur,the harm will be more serious,and rescue will be more difficult.Sudden incidents such as the Tokyo Metro Sarin gas incident and the London Metro bombing in Britain have left a painful lesson to the world.Faced with unexpected disasters,emergency management measures can ensure the safety of people's lives and property and reduce economic losses through the use of a certain response mechanism.Therefore,emergency management of urban underground rail transit emergencies has attracted more and more attention.Taking Hangzhou Metro as an example,this paper studies the emergency management of Hangzhou Metro with the help of Heath's "4R" crisis management theory and public governance theory.Through news interviews,literature collection,field research and other forms,to understand the current situation of emergency management of Hangzhou Metro,and reflect on the unexpected events that occurred in Hangzhou Metro,using the "4R" theory to analyze the problems and causes of emergency management.At the same time,based on the perspective of "4R" theory,drawing on the experience of Metro Emergency Management in domestic and foreign cities(Tokyo,London,Beijing,Shanghai,Guangzhou,Hong Kong),this paper puts forward measures to improve the emergency management of Hangzhou Metro from the perspective of "4R" theory in terms of reduction,reserve,response and resilience.According to the thinking of raising questions,analyzing problems and solving problems,this paper puts forward some emergency management measures,such as strengthening emergency early warning and monitoring,perfecting emergency plans,strengthening practical emergency drills,strengthening propaganda and education,introducing social forces to participate in rescue and increasing psychological intervention,to enhance the emergency response of Hangzhou Metro.Management ability.
