A Case Study Of Precision Social Governance In Xingwen County,Sichuan Province

Social governance is an important foundation of national governance.The effect and level of social governance is related to social harmony and stability and the long-term stability of the state,to the overall goal of deepening reform in an all-round way,and to the smooth completion of the modernization of national governance system and governance capacity.In recent years,with the acceleration of urbanization process,urban development has been constrained by traditional concepts,institutional mechanisms,technical means and other constraints,resulting in frequent malpractices of urban management,functional supervision and other governance.In the information age,data has penetrated into all walks of life,and the use of big data thinking is one of the important means to promote new urbanization and improve the level of urban social governance precisely.That is,to improve the level of public services and social governance through big data and other information technologies,and to explore the establishment of new ways of thinking and new modes of promoting precise social governance by big data and other information technologies.Based on the case study of precision social governance in Xingwen County,Sichuan Province,this paper first analyses the difficulties and difficulties faced by our country in social governance,and introduces the background,main course,practice and effectiveness of precision social governance in Xingwen County.Then it introduces three key factors of its maturity: implementing "big data governance",advocating "public participation" and attaching importance to "administrative supervision",and deeply analyses its internal causes,and summarizes the corresponding enlightenment and conclusions.The main contents of this paper include six parts: introduction,related concepts and theories,case description,factor analysis,enlightenment,conclusions and prospects.Precision social governance is to achieve the precision of social governance.It not only emphasizes that the government needs to "refine" management in the process of fulfilling its duties and duties,but also demands the "precision" of social governance results.It is an important manifestation of strengthening and innovating social governance.By introducing the process of promoting precise social governance,this paper analyses the current situation of grassroots social governance in China,and draws the conclusion that the level of precise social governance in China is not very high,the level of public participation in social governance is not enough,and the level of precise social governance is not high as a whole.Xingwen County,Sichuan Province,takes big data thinking as a breakthrough point,constructs a "big data" application platform,integrates various traditional,innovative applications and(government)information platforms,and takes this opportunity to make the governance of relevant departments have a new way of opening up,which better realizes the active participation of the public and improves the administrative supervision system.Through the research of this paper,the ultimate goal is to provide reference and reference for strengthening and innovating social governance in other similar areas in the future based on the successful experience of precision social governance in Xingwen County,Sichuan Province.
