As a new round of reform of the judicial system and national supervisory system,legalization process in our country gradually perfect,the rule of law has become an important code of conduct,the governance of the country and the procuratorial organs as legal supervision organs of state,in the process of legalization of plays an important role,prosecutors as anthropomorphic of procuratorial organs,is the legal practitioners,implement job matching,procuratorial functions and prosecutors personal development win-win,is the key to carry out the prosecutors professional career management.The procuratorial organs in Dalian its shoulder Dalian review of arrest and prosecution in criminal cases,civil and administrative trial supervision and the social public interest litigation and other work,for the Dalian under the rule of law and the "two first zones" construction and optimize business environment provide a powerful legal guarantee,therefore,it is particularly important to carry out the career management of prosecutors in Dalian.This paper adopts the form of questionnaire and dialogue interview,relies on the relevant theories of public management and combines the knowledge of law,psychology,sociology and other related disciplines to conduct empirical research to explore the career management of prosecutors in Dalian,the thesis is divided into five chapters altogether,chapter one is the introduction part,elaborated the prosecutors,career management related concepts and research status at home and abroad;The second chapter elaborates the survey design and data analysis of the investigation results of the current situation of career management of prosecutors in Dalian city.The third and fourth chapters respectively analyze the problems and causes in the career management of prosecutors in Dalian city from the aspects of prosecutors,procuratorial organ and procuratorial systems,Among them,there are three main problems: weak awareness of personal career management,imprecision of personal self-cognition and positioning,and immobilization of personal career development values.There are three problems in procuratorial organs: unsound organizational career management system,backward organization traditional personnel management mode,and lack of innovation in organizational culture construction.There are five problems in the procuratorial system: the serious absence of the career management consulting system,the poor channel of the career management communication system,the insufficient innovation of the career management training system,the unscientific career management performance appraisal system,and the ineffective effect of the career management incentive system.The reason is that the procurator is mainly due to the single knowledge structure formed by the professionalization of the position,the self-cognition is mainly based on individual subjective judgment,and the bureaucratic consciousness remains under the traditional administrative system.Procuratorial organs are mainly due to insufficient attention paid to career management,inadequate preparation for judicial reform and insufficient motivation for cultural construction innovation.In terms of procuratorial system,it is mainly due to the relative delay in the establishment of the system,the lack of detailed rules for the implementation of the system and the absence of the system feedback system.The fifth chapter,according to the investigation results and the analysis of the causes of the problems,tries to put forward some useful countermeasures or Suggestions for the career management of prosecutors in Dalian city.In terms of procurator,enhance the awareness of career management,do a good job of self-factor trait cognition and establish multi-dimensional professional values;In terms of procuratorial organs,we should strengthen the awareness of people-oriented management,build a career management system,innovate the career management mode and build a learning organizational culture circle.In terms of the procuratorial system,we should improve the career consultation system,explore a diversified exchange system,improve the procuratorial personnel training system,establish a scientific performance management system,and enrich the procuratorial personnel incentive system.
