Action learning is a research-oriented training approach characterized by learning knowledge,sharing experiences,solving problems innovatively and conducting practices.The objective of action learning is to analyze practical problems and implement exercisable solutions rather than acquiring theoretical knowledge merely.Action Learning can effectively enhance the competitiveness of the team,since it breaks through the limitation of traditional learning style.In recent years,as a new type of training style,action learning is undergoing rapid development.However,action learning in China hasn't yet been widely known and accepted by many managers.There are almost no grass-roots civil servants in the government sector apply action learning.To some extent,the exploration and practice of action learning in Yunhe District has promoted the innovation of the grassroots civil servant training style.In this thesis,the development history,characteristics,elements and implementation steps of action learning are introduced respectively.Taking the practical methods and procedures of Cangzhou Yunhe District as an example,this thesis shows the effective way of applying action learning to grass-roots civil servants training,thus stimulating their potential and creating a high-quality,high-level core team.In this way,the Sinicization,standardization and implementation of action learning can be discovered,which paves the way for applying action learning theories to grass-roots civil servant training.Combining the current training status of action learning in Yunhe District,the following countermeasures were drawn to promote the application of action learning in the training of grassroots civil servants.They are high attention and support from leaders,successful introduction of action learning,saving operating costs effectively,the change of role definition and strengthening issues and personnel management.
