Russian government,stimulated by the wave of "Color Revolution" in post-soviet space,was interested in soft power.In order to resist Western ideologies,increase cohesion and promote national interests,Russian government proposed an identification system called "Russian World" and tried to establish soft power policy mechanism.The study uses an advocacy coalition framework in policy process theory to analyze Russian soft power policy towards Ukraine.Firstly,the paper illustrates correspondence and applicability with the framework in terms of time period,values,policy chain and inter-governmental relations.Secondly,based on "policy subsystem is limited by participants and resources",the paper analyzes related external factors about how to influence and greatly strengthen the internal advocacy coalition to counter Western "Color Revolution",construct "Russian World",and create its soft power policy.Besides,the paper specifically analyzes Russian soft power policy's output and influence in Ukraine,under overall policy direction and institutional resources.Finally,the paper analyzes the process and argues that Russian soft power policy process towards Ukraine shows its idealization,defensiveness and practicality during the decision-making process.At the same time,the policy process also reveals some limited factors,such as,a lack of ideology,attractiveness,applicability,universality,financial transparency,policy audience in the future and the existence of institutional constraints.
