Study On Safety Supervision Of Civil Explosives In Guangdong Province

Civil explosives are widely used in mining,petroleum,construction,transportation,electricity,water conservancy and other basic industries,infrastructure construction,playing an indispensable role,but because of its flammable and explosive high-risk attributes,in the production,sale,transportation,use and other aspects of the operation process,there are easy to exist greater security risks,if neglected to prevent,improper use,management.If it is not in place,it is extremely easy to cause safety accidents and even be used by criminals to create explosion accidents,endanger social public safety and affect social security and stability.Based on the analysis of the legal basis,subject,link and mode of supervision of civil explosives,this paper combines the methods of literature research,case analysis and experience summary,using the theory of public crisis management and government regulation,from the persistence of illegal operation,various and tedious administrative licensing,repeated construction of supervision information system,and improvement of supervision capability,etc.The problems in the safety supervision of civil explosives in Guangdong Province are studied in detail from four aspects,and the causes are analyzed as follows: the implementation of the main responsibility is not in place,the laws and regulations are not perfect,the joint efforts of supervision are not enough,and the supervision force and quality are not up to the requirements of the laws and regulations.Learning from the experience of Civil Explosives Safety Supervision in Beijing and Guangxi Zhuang Autonomous Region,this paper puts forward the Countermeasures of civil explosives safety supervision from four aspects: implementing safety management system,perfecting safety supervision laws and regulations,innovating safety supervision methods,and strengthening the construction of supervision team.The core idea of this paper is to innovate the way of safety supervision of Civil Explosives by means of informationization,and to establish a comprehensive platform for network safety supervision,which integrates multiple systems and regulatory functional departments,from the aspects of production,sale,purchase,transportation,storage and use of civil explosives,so as to plan the work of safety supervision of civil explosives as a whole.Now the information Unicom is sharing to maximize the efficiency of supervision.
