Research On Realization Mechanism Of Socialization Of Social Governance In China

With the rapid development of the economy and the development of democratic politics,China's social governance is facing more and more complicated situations,such as,the public's democratic consciousness is getting stronger,social organizations are gradually developing and mature,which ask the government to decentralize power,Social organizations,enterprises and institutions and the public bear part of social responsibility.Secondly,the principal contradiction in China's society turns into the contradiction between the people's growing need for a better life and unbalanced and inadequate development,which is the most fundamental description of China's social changes.Moreover,the accelerated development of international democratic politics,the complexity of modern society and the diversification of public affairs all pose challenges to the current governance model.The current economic and social development need to change the traditional government-centered single governance structure,and social governance reform must be carried out.The complexity of modern society and the diversification of public affairs also form serious challenges to governance.Governance tasks are arduous and heavy,so the reform of social governance is imperative.Thus,the report of the nineteenth National People's Congress proposed socialization of social governance which as the basis for professionalization,intelligence,and legalization of social governance.In response to the current society with characteristics of diversity,risk,virtuality,and openness,socialized governance is imperative.Only by realizing the socialization of social governance,and making it normalized and institutionalized,can we better manage the current complex society and eventually move toward good governance.The current social governance reform and innovation is a hot topic in academic research.This study addresses the problems of current social governance,and attempts to study from the perspective of socialization of social governance.This study attempts to explore the realization mechanism of socialization of social governance,and focus on the mechanism of government,various social organizations and public participation in social governance,then try to conduct the paper writing from the logic of "what--why--how ".This research found out the status of public participation in social affairs through questionnaires and interviews,summarized theinteraction between government and society from actual cases in various places,and summarized the relevant researches on social governance and public participation by scholars at home and abroad through literature research.Analysis combining theory and investigation,this research summed up the achievements that have been achieved in the socialization of social governance in China.However,there are also practical problems,such as,public cognition for socialization of social governance is insufficient,some social entities participate in governance with inadequate and Insufficient capacity,Participation in social affairs channels is unblocked,and public services are inefficient.This research also analyze the causes of these problems,and then propose the feasibility measures and advices of socializing social governance in China.The socialization of social governance should adhere to the principles of democratization,order,and sharing.On this basis,expand the scope of public participation,cultivate the ability of the public to participate in social governance,and integrate more public into the main body of social governance;Socialization of social governance is a process that requires the establishment of relevant mechanisms to ensure the public participation in social governance in an orderly manner;It is necessary to ensure that the final result of the socialization of social governance is shared by the public,forming a socialist harmonious society structure of “co-constructing,co-governing and sharing”.
