Research On Public Security Socialization Under The View Of Social Governance

On the public security research,some from the current academic circles argue the view of criminology focusing on the crime prevention and punishment,to strengthen the modern security ability of the specialized agencies from the aspects of technical equipment,function setting,power operation,personnel management and so on;some from the view of management borrowing the new western public management theory,to introduce market competition mechanism government to the public security services,to fulfill the implementation of diversified public service supply;some from the view of law emphasizing the country,the government,the social background under the rule of law,to construct social security law system and lead the social security into orbit of the law.Basing on the comprehensive academic research findings,mainly guiding by the Communist Party of China's ideology of social governance since the founding of the people's Republic of China,especially by the socialist ideology and basic strategies with Chinese characteristics in the new era of Xi Jinping,standing from the height of “Five in One” general layout and “The Four Overall” Strategic Layout,according to the significant judgment of the 19 th National Congress of the Communist Party of China on the major contradictions in our country's social major contradictions have been transformed into the contradictions between the people's ever-growing needs for a better life and unbalanced developments,from the perspective of history and reality,difficulties and outlets,China and the West to analysis the facing new practice and problems of the public order in our country and then put social order into the perspective of analysis of social governance,leading to the analysis of inherent law evolution from government to socialized management,this thesis believes that the change of public security in our country embodies the logical development from “Management to Governance,then to Good Governance.” Specifically,guiding ideology and the path of practice in different periods are various.Gone through the development from Public Security model under the guidance of Class Struggle to Public Security Model under the guidance of Democratic Politics,then to Public Security Pattern under the guidance of Social Construction,strengthened the understanding of the essence of public security,value orientation,countermeasures,inherent law of development trend,we have made great progress in the concept of governance,legal system,management means and participants aspects,and gradually established public security management mode under the conditions of socialist market economy.Especially since the eighteen years of the party,the Party Central Committee with Xi Jinping as the core has been based on the new normal state of China's economic and social development.In the general layout of "Five in One" and the "Four Overall" strategic,through strengthening and innovating social governance,making efforts to improve people's livelihood,implementing social fairness and justice,innovating social governance mechanisms to promote the socialization,legalization,intelligence,specialization,and refinement of social governance,which fundamentally solve the restriction of the modern security capabilities of the weakest link.Meanwhile,actively promoting many reforms,such as the modern policing mechanism,operation mechanism of law enforcement power,modern judicial system,and grassroots consultative democracy,and perfecting the new mode of public security under the leadership of the party and government,which has made new breakthroughs and new progress under the complicated social situation for public security work.Since the reform and opening up,the performance of public security governance in our country mainly displays: the social support for the public security socialization has significantly improved,the construction of peaceful China has achieved remarkable results,the capacity of public security has been increasing,participation and the basic institutional system has formed gradually,the technical support has developed rapidly.At present,there are still many problems in public security socialization in our country,mainly manifested in the predicament of government reliance and the collective action,the lagging behind in the rule of law,the lack of basic system,the unbalanced development,modern technology negative aspects and other issues.Problems are often opportunities for breakthroughs and innovations.From the perspective of this thesis,in order to improve our country modern public security management system and raise the modern policing ability of the public security,we should establish the basic concept of social security socialization,promote linkage and integration of functional departments,build a community of public security destiny,perfect the rule of law system of public security,raise the level of social governance intelligence,and lay stress on basic system construction and so on.
