Research On Social Participation Mechanisms Of Public Youth Self-organization

As one of the main forms of social organizations,the self-organization of public welfare youth is flourishing and attracts much attention.Since the 21 st century,with the transformation of market functions,the change of social structure,the awakening of citizen consciousness and the application and development of network,more and more spontaneously formed informal organizations,mainly young people,have begun to participate in social public welfare activities and voluntary services with the force of groups.With the growing self-organization of public welfare youth,members of organizations actively participate in social public welfare affairs and realize the social participation of organizations through public welfare services and voluntary activities,which has become an important force to promote historical development and social progress.However,due to the younger,more autonomous and less informal self-organization of public welfare youth and the lower social trust in youth,their social participation mechanism is not perfect,such as immature management,lack of necessary rules and regulations,no compulsory binding force on members,no stable source of funds;social participation activities are mainly spontaneous and lack of government.The government is an issue of social recognition and support,and needs to further improve the mechanism of self-organizing social participation of public youth.Based on the self-organization theory,social governance theory and social service theory,the research constructs an analytical framework of social participation mechanism of self-organization of public welfare youth from three levels of organization,government and society.On this basis,the current situation and mechanism of self-organizing social participation of public welfare youth in China,and the case of self-organizing social participation and its mechanism of the Love Mental Health and Education Service Center in Yunlong District of Xuzhou City are analyzed.The analysis content is verified by interviews,and the problems of self-organizing social participation mechanism of public welfare youth are summarized from the above contents: organizational level: The lack of scientific and effective management mechanism,the lack of reasonable and professional training mechanism,the absence of a benign cooperative mechanism and problems in organizational operation,the lack of response to activities and serious external interference;at the government level,the lack of substantive support of laws and regulations as well as management system in the normative mechanism,and the serious phenomenon of double-headed management,the existence of "regulatory" in the safeguard mechanism.” The government's behavior,limitation and insufficient support,as well as the high threshold of safeguard measures,lack of platform and insufficient mobilization atmosphere in mobilization mechanism,low degree of public supervision and insufficient awareness of supervision in social level,lack of supervision by cooperative enterprises and organizations,etc.,are the main problems of the financing mechanism,such as the solidification of the financing mode and the model of funding.The main problems in the evaluation mechanism are insufficient attention and lack of professional evaluation,and the reasons are analyzed.Finally,aiming at these problems and combining with the theoretical framework,the paper puts forward some suggestions to improve the social participation mechanism of self-organization of public welfare youth.
