Innovation is of vital importance to the development of the country.Five new development concepts,"innovation,coordination,green,openness,and sharing",were put forward in the report of the 19 th National Congress of CPC.The construction of socialism with Chinese characteristics has entered a new era,and innovation is the first driving force for development.Innovation drive is essentially talent drive.The state has long attached great importance to "talent development,policy first",and has initially formed a policy system conducive to the emergence and development of innovative talents through the promulgation and implementation of various policies,"gathering the talents all over the world and using them".However,the current implementation effect of innovative talents policy in China is not ideal.The main role of innovative talents in all kinds of talents has not been fully highlighted,and the synergy and systematicness of various innovative talent policies are not strong,resulting in the actual effect of the policies is not obvious.It affects the improvement of China's overall innovation capability.Therefore,the research on innovative talent policy is of great significance.There is still room for optimization and improvement of the effect of the existing local government's innovative talent policy.Based on the perspective of regional synergy innovation,this study studies the innovative talent policies of local governments.Through systematic and in-depth research,it analyzes the existing problems of talent policies,excavating the reasons behind the policies,to put forward targeted optimization countermeasures,achieve the goal of improving the effect of innovative talent policies and promoting the construction of innovative talent team.First of all,this study hackles and evaluates the research status of regional collaborative innovation and related talent policies at home and abroad.Secondly,it defines the relevant concepts in the study,and expounds the synergy theory,human resource management theory and public policy theory involved in the study;Then based on the related concepts,the basic definition of the theory and the predecessors' research,the double dimension analysis framework of the talent policy including the “policy tools-talent management process” is constructed.Through the text content analysis method,we can understand the basic situation of thecurrent talent policy in Northern Jiangsu,the specific status of the policy subject network and the specific dimensions of policy distribution,and analyze the problems and reasons of talent policy issue from the perspective of regional collaborative innovation.Finally,based on the requirements of regional collaborative innovation and development,based on the theoretical and practical research results,from the perspective of regional collaborative innovation,integrate and optimize innovative talent policies,in order to provide effective support and recommendations for the optimization of talent policy in Northern Jiangsu.
