Policy Innovation Of Government Promoting The Innovative Enterprise

The enterprise is the main body of national technological innovation.Building a group of innovative companies with core technologies and independent intellectual property rights and giving play to their exemplary role and leading enterprises to become innovation subjects is the main way to improve the country's independent innovation capability and build an innovative country.First of all,based on the research background and significance,based on the full discussion of domestic and foreign research experience,this paper puts forward the problems existing in the process of government policies to promote the development of innovative companies.Based on the perspective of theoretical research,the contents and methods of policy innovation are enriched.This article starts with policy innovation related theories,and discusses in depth the policies of domestic and foreign governments to promote the development of innovative companies,including the three countries of the United States,the United Kingdom,and Japan,as well as the achievements of three leading innovative provinces and regions in Beijing,Anhui and Zhejiang Provinces.The experience is summarized so as to provide reference for Fujian's policy innovation.Based on the empirical research on the status quo and content of innovative enterprises in Fujian Province and the policy innovations in Fujian Province,it is extracted that 5-8 batches of innovative companies in Fujian reported data on research and development activities of the Science and Technology Department and will be more sensitive to policy influence.Select 13 input indicators and 8 output indicators in Fujian's innovative enterprise evaluation work,first perform factor extraction analysis,and determine the weights plus the determination,and then the four input factors(financing,talent input,technology,innovation management)With a production factor using a stochastic frontier approach to performance evaluation,according to the different batches of output performance levels of innovative companies,the size of each influencing factor,and related basic theories,empirical results were obtained.The empirical results show that:First,the effect and direction of the four input factors on output performance are different.Among them,input factors,talent input factors,and technical factors are more prominent in the impact of innovation-based companies' performance.They generally have a positive effect,while innovation management factors are not very significant in terms of impact,that is,they do not include key considerations.Within range.From the perspective of the performance of the four batches,with the continuous advancement of policy technology,the overall level of performance of innovative companies has shown a trend of increasing volatility.This shows that under the influence of policy innovation,investment and output have become increasingly Efficient.Based on the empirical results and related theories,the first step is to creatively propose policy innovation ideas(including policy balance and policy externalities requirements)and summarize the conceptual map of policy innovation.The second step,starting from the four aspects of capital input factors,talent input factors,technical factors,and improving the level of innovation performance,put forward suggestions to encourage capital investment,attract talents,strengthen basic platform construction,strengthen cooperation between production,education and research,and expand policy publicity.
