In August 2017,the general office of the CPC Jiangsu Provincial Committee and the general office of the Jiangsu Provincial People’s government issued the opinions of the provincial Talent Work Leading Group on the implementation of the "three belt" action plan for local talents,which clearly pointed out that local talents played an important role in leading the inheritance of skills,strengthening industrial development and driving the masses to become rich.F County formulated local townships around the development goals of local talents in Jiangsu Province The implementation policy of local talents includes bringing in,developing,motivating and using of local talents.Facing the integration of urban and rural reform,rural society faced with a series of problems such as structural changes,weak governance capacity,population loss and so on.To find out the problems in the process of policy implementation and solve them pertinently is the great significance to the formulation of practical talent policy in rural areas.This paper adopts literature research method,questionnaire survey method and interview method,and takes Smith policy implementation model as the theoretical basis.It is found that the implementation of the F County local rural talents policy has achieved certain results,the contents of the local rural talents policy have been constantly enriched,the local rural talents have been growing,the support policies has been increasingly improved,the local rural talents growth environment has been optimized.But there are also exist the advantages of the local rural talent policy,the contents lack of features and foresight,the communication between the relevant functional departments is not smooth,the innovation ability of the local rural talents is insufficient,and the policy implementation environment lacks of institutional guarantee.In view of these problems,based on the actual situation of F County,and drawing lessons from the beneficial experience of other places,the countermeasures to improve the implementation of F County local rural talent policy mainly include four aspects.Firstly,optimizing the policy system.Construct the supporting policies;understanding the needs of local rural talents and formulating targeted policies;increasing the evaluation of the effect of policy implementation and smoothing feedback channels.Secondly,strengthen the implementation of policies.Clarify the division of responsibility of the main body of policy implementation,improve the importance of policy implementation,and establish the performance appraisal system of policy implementation;Thirdly,cultivating policy target groups.Enhance local talents’ sense of identity to the policy and strengthen their sense of responsibility.Fourthly,optimizing the policy environment.Accelerate the pace of industrial upgrading and transformation,strengthen the institutionalized construction of local rural talent development,attach importance to the development of local rural talent skills education,accelerate the informatization construction process of local talent management,and increase capital input.
