Research On The Phenomenon Of "ZhiShuXiangPai" In The Huawu Hlong Village

“ZhiShuXiangPai” is a village governance practice.It was explored by HuaWu Hlong Village in Qianxi County,Guizhou Province,in order to solve the village development dilemma of village governance in the face of the lack of localized talents and the lack of reserve force of village Party branches."ZhiShuXiangPai" means that the Secretary of the village Party branch is not elected in the village,but directly assigned by the government.Different from the “first secretary of the village” that started to be sent to poor villages and weak villages in 2015,or the “deputy cadres” that our party has been practicing for the training of cadres.The "ZhiShuXiangPai" was a pioneering work of the government of Qianxi County in 2006,which separately implemented the management practice of HuaWu Hlong Village in accordance with the specific reality of HuaWu Hlong Village.The "ZhiShuXiangPai" does not send the cadres to go to the village for nominal appointment,nor simply for "gilded" exercise,but actually to the village as “villagers”,to promote the team building and the development of the village.It’s purpose is to optimize the village governance system,and promote the long-term and comprehensive development of the village as a whole.By making research on the phonomenon of assinging village party secretary,to explore the significance of the local government’s initiative,which innovating the governance mechanism and improve the village governance in the face of the dilemma of the scattered and hollow grass-roots party organizations and the "failure" of villagers autonomy by describing and analyzing the factors such as the general situation,reasons,advantages and disadvantages of the phenomenon of "ZhiShuXiangPai" in HuaWu Hlong Village.This paper argues that the "ZhiShuXiangPai" in HuaWu Hlong Village has achieved certain results in strengthening the main body of village governance,promoting the economic and cultural development of villages,improving the public service system of villages and improving the ability of village governance.It is an effective way to promote the development of ethnic villages.However,the governance model’s achievements are uncertain becauase of it’s non-institutionalized.In order to make its popularization bocome universal,further optimization is necessary.This requires the establishment of a long-term mechanism of the "ZhiShuXiangPai".This mechanism’s purpose is not only brings economic and material capital to the villages to "transfuse blood",but also pays attention to the cultivation of the "hematopoietic" ability of the villages.SO we need attract the return of village elites,cultivating talents within the villages,activating the village’s self-development ability,and improving the villagers’ village governance ability.Achieve the long-term and effective development of ethnic villages.
