Study On The Policy Logic And Practical Risk Of The Relocation Model Of Poverty Alleviation In Yangxin County

In the past 40 years of reform and opening up,the economy has developed rapidly and the living standards of the people have been continuously improved.The work of poverty alleviation in China has greatly improved the living conditions of the poor people and promoted the economic development of the poverty-stricken areas.China's poverty alleviation work has made remarkable achievements in the world.However,in the past 20 years,the rate of poverty eradication of the poor population in our country has obviously decreased,and the difficulty of poverty eradication has increased obviously.The poverty problem is still a major obstacle to the development of China.On October 16,2015,President Xi Jinping proposed for the first time at the "High-level Forum on Poverty reduction and Development" the "five batches" of precision measures for poverty alleviation,stressing the need for poverty alleviation,relocation,and poverty alleviation,focusing on the harsh natural conditions in the central and western regions.To develop the poverty-stricken population in relatively backward areas,who are difficult to achieve local poverty eradication,through organized and planned implementation of the policy of poverty alleviation and relocation in different areas,and to relocate them to places where housing and transportation are more convenient.And use the incentive policy to support its follow-up development,guide the relocation people in the settlement employment,reduce the risk of poverty,and realize the fundamental poverty relief.As a policy measure aimed at poverty alleviation,it is inevitable that the policy implementation and subsequent development will be weak.In the process of making and selecting the policy of poverty alleviation and relocation in different areas,the pressing time pressure of the goal of eradicating poverty by 2020,only by following objective policy logic,combining with macro policy objectives and actively optimizing and perfecting the policy system,can we avoid the practical risks in the work of poverty alleviation and relocation in different areas.To ensure the orderly promotion of the relocation policy and give play to its long-term comprehensive benefits.This paper analyzes and combs the relevant theories and policies of poverty alleviation and relocation in changing areas,combines with the specific cases of field investigation in Yangxin County,Huangshi City,Hubei Province,and explores the current situation of poverty alleviation and relocation in Yangxin County by means of literature analysis,case analysis and other research methods.This paper analyzes the different resettlement modes and their policy logic of poverty alleviation and relocation in Yangxin County,and discusses the economic risk,social risk and policy risk and their manifestation in the work of poverty alleviation and relocation in the changing area.The study found that there are three main modes of poverty alleviation and resettlement in Yangxin County,namely,relocation and resettlement mode,dispersed resettlement model and centralized resettlement model.The common policy logic of these three resettlement models is to reduce poverty through relocation.Help the people out of poverty.However,in the process of implementing the policy of poverty alleviation and relocation in different areas,due to the vulnerability of the families themselves,the idle waste of poverty alleviation resources,the difficulty of concentrating on the integration of the communities,and the spread of unhealthy atmosphere,A series of problems,such as the lack of executive power or even the deviation of execution of policies at the grass-roots level,lead to the practical risk of poverty alleviation and relocation in three aspects of economy,society and policy.The research shows that the development potential of the poverty alleviation relocation area in Yangxin county is stimulated,the management mode of the poverty relief relocation area in Yangxin county is optimized,and the policy system of the poverty relief relocation area in Yangxin county is improved.It is the main countermeasure of risk prevention and control in the practice of poverty alleviation and relocation in different areas.According to the poverty degree of the relocation households,strengthening the guidance and training of the relocation families can stimulate the enthusiasm of the relocation households to get rid of poverty,increase the employment opportunities for the relocation households,and improve the structure of employment entrepreneurship;According to the driving effect of supporting industry,we should vigorously develop the supporting industry,promote the employment of relocated households and help them to getrid of poverty and become rich,in order to cope with poverty alleviation in different areas.The economic risk of moving households,optimizing the management mode of poverty alleviation and relocation areas in different areas,reducing the social risk of poverty alleviation and relocation caused by the inadequate management of resettlement areas;To improve the policy implementation and public service system,to improve the policy implementation ability of grass-roots government,can effectively reduce the impact of policy risk on the relocation households.
