As the national judicial bodies of the People's Republic of China,the People's Courts shoulder the sacred duty of safeguarding social fairness and justice,whose work efficiency directly affects the work process of judicial justice for the people.Introducing the performance management theory into the management of the People's Courts is conductive to evaluate the performance of staffs,improve the vitality and solve the problem of "more cases than judges".The paper takes the performance appraisal of Yicheng Primary People's Court as a sample to make the conclusion well-directed,feasible and practical.The paper adopts the method of literature research and interview method to analyze the status,problems and strategy of the performance appraisal in Yicheng Primary People's Court,especially on judges,combining with some academic viewpoints,such as,administrative tendency,administrative level system and judicial independence.Through analyzing the sample,the author points out three main problems of the performance appraisal in Yicheng Primary People's Court,for example,unreasonable setting of KPIs,simplex assessment subject,shortage of performance management process,which are reflected in violation of judicial,repetitious of KPIs and internalization of appraisal subjects.In order to solve the problems,the paper uses KPI,expert weighted method and GROW sample to consummate the principles,appraisal subject,KPIs and operating mechanism.Through analyzing,the author puts forwards to the usage of the performance management theory in Yicheng Primary People's Court to design the KPIs and process of assessment appraisal.The paper changes the quantitative assessment mode to classify the KPIs into positive,negative and reference index.The positive indicators are divided into three levels,which are quantifiable,interval and related to the quality and effectiveness of the trial.The negative index that impedes judicial impartiality and efficiency is also quantifiable,such as the error case.Reference index is general affairs that are difficult to quantify and based on the democracy score.The paper takes advanced People's Courts for reference and emphasizes the use of information technology to establish the caching mechanism and record system.The article also expands the assessment subject into people who are closely related to the work of the People's Courts,such as senior lawyers.The author believes that full use of performance management and government governance theory to improve the operating mechanism and process of the performance appraisal in Yicheng Primary People's Court will deepen the public sector performance management theory in the performance appraisal practice of People's Court and make for the scientific development of the management in People' Court.
