Research On The Special Inquiry System Of The NPC

As an innovation of the NPC's supervisory means,the thematic inquiry system first appeared at the 2010 NPC's meeting to consider the report on the central final accounts in 2009.Since then,under the leadership of the NPC's demonstration,a reform of the NPC's supervisory means has been launched nationwide.Because of the difficulty in starting the inquiry procedure and the insufficient supervision of inquiry,the supervisory power of the NPC has not been well used for a long time,resulting in the development of the supervisory power of the NPC has not achieved good results.It is against this background that thematic inquiry system came into being.It is easy to start and has strong supervision,so it is favored by people's congresses at all levels.The thematic inquiry system of the National People's Congress has been improved since its development.The scope of its topics is also expanding year by year,and it can be used more frequently by people's congresses everywhere.However,thematic inquiry is not available.There are still some problems in the relevant system,norms and applications.This paper discusses it from three aspects.Firstly,through the study of the concept and theoretical basis of the system of special inquiry,the nature of special inquiry is clarified.That is to say,the system of special inquiry is not an independent means of supervision of the NPC,but a special inquiry which combines the attributes of inquiry and inquiry.It is easier than the starting procedure of inquiry and has stronger supervision than inquiry.Ask.Secondly,through the analysis of the status quo of the norms and operation of thematic inquiry system,through the comparison of norms,it is found that there are some advantages in the formulation ofthematic inquiry methods in different places,such as the choice of topics trying to cover a wide range,strict requirements for the subject of inquiry and the subject of inquiry,setting up the means of implementation and supervision after the meeting,etc.,but also exposed.Some shortcomings of thematic inquiry system,such as limited annual use of thematic inquiry,not normal enough,the issue selection has a long way to go,there are defects in program design,follow-up supervision intensity is insufficient,and so on.Finally,in view of the above problems,I put forward my own opinions,that is,we should strive to change the thematic inquiry system into a more normal mode of supervision,optimize the relevant restrictions in the choice of topics,expand the subject of the topic,optimize the operation procedures of the thematic inquiry system,and strengthen the follow-up supervision and safeguard mechanism.
