The Research On The NPC’s Special Inquiry System

The right of inquiry has been widespread use by many countries in the world as aneffective way that representative office exercises the supervision authority. According to theregulation of our laws, the right of inquiry is a legal power of the National People’s Congress（NPC）and Standing Committee. Compared with other ways of supervision of the NPC,such as the Interrogatory、the inquiry of specific questions、decapitation and dismissal, theright of inquiry is more flexible、timely、interactive and convenient. However, the right ofinquiry of the NPC is often hard to put into practice. According to the basic principle of theconstitution, combining with relevant laws of the NPC, this article is going to discuss thespecial inquiry system and its perfection, based on the analysis of the current situation,especially the practice of the special inquiry developed by the NPC in recent years.This article is divided into the following parts:The introduction puts forward background and significance of the thesis, and introducesits research status as well as the way of writing.Present the general theory of the NPC’ Special Inquiry. The first part of this chapter isto explain the Special Inquiry from its origin and development status, connotation andcharacters. The second part is to analyze the Special Inquiry’s particularity and discuss itsvalue by comparing the differences among the Special Inquiry、Interrogatory and the inquiryof specific questions.Introduce the normative basis and practice operation about the NPC’ Special Inquiry. Inthis chapter, I first introduce the normative basis and practice status about the SpecialInquiry. Then I make concrete analysis of its practice methods by taking the Special Inquiryof Guangdong Province as an example. At last, I reflect seriously about the problems in thepractice of the Special Inquiry.This chapter aims to perfect the NPC’ Special Inquiry on the background of ruling thecountry by law. The first section mainly tells about how to perfect the NPC’ Special Inquiryand improve the NPC’ ability of execution. The second section focuses on how to perfectrelevant laws and regulations of the NPC’ Special Inquiry.
