After the reform of the housing system in China and the owners own the property rights of the houses,based on the building rights,the owners have the conditions and requirements for managing the community and participating in public affairs.Under this condition,the community governance model derives the community self-government,a new governance model that adapts to social development,which emphasizes the key position and important role of the owners in community governance.However,this new type of governance system was born shortly.The legal system,organizational system,and owner of the owner were not mature.During the development process,there was a conflict of interest between the owner and the industry committee,the industry committee and the property company,and the owner and the property company.At the same time,due to the unclear positioning of the industry committee,the functions overlap with the neighborhood committees,failing to fulfill their due functions and damaging the interests of the owners.As the main body of community autonomy,the owners have a great impact on the results of community autonomy.However,at this stage,due to the weak legal awareness and poor management level of most owners,the owners have become a major dilemma in community autonomy due to the harsh external environment.This paper regards community autonomy as a kind of collective action,analyzes the owner’s participation problem with the logic of collective action,introduces the efficacy belief in social cognitive theory,and analyzes the influencing factors of owner participation from three dimensions: self-efficacy,group efficacy and proxy efficacy.To further understand the causal relationship between owner participation and self-efficacy,group efficacy and proxy efficacy,this paper adopts the classic political dissatisfaction model-the collective interest model(CIM),which takes the expected value of the owner’s participation as the dependent variable,self-efficacy,group efficacy and proxy efficacy,selective cost and selective benefit are used as independent variables.The estimation coefficient of the independent variable is set,which is used to analyze the relationship between each variable and the owner’s participation.The authors extracted 400 residential questionnaires from 15 residential districts in Chongqing,and investigated the information about community owners’ participation in community autonomy.Based on the collected valid sample data,SPSS software was used to understand the demographic characteristics of community owners and the degree of participation in community autonomy.Through the correlation analysis and regression analysis,the influence of independent variables on the degree of participation is investigated to verify the rationality and accuracy of the model.According to the analysis results,we find that group efficacy has the greatest impact on the level of ownership of the owners,through community cohesion and expected reciprocity.The dimension stimulates the enthusiasm of the owners to participate,and in the relevant analysis,it is found that the group efficacy can also affect the self-efficacy,contributing to the level of participation.In the selective benefits,the influence of the membership factor on the level of participation is particularly prominent.If the owner is a member of the autonomous organization,the level of participation will be much higher than that of the ordinary owner.For the selective cost,the education level shows a significant relationship with the level of participation,and the level of participation of the owners with high education level is also high.This result confirms the previous conjecture that knowledge and skills restrict the owners‘ participation in community autonomy.Finally,based on the analysis results,suggestions are made to improve the level of participation of the owners and promote the healthy development of community autonomy in terms of improving self-efficacy,collective effectiveness and agency effectiveness.
