With the poverty alleviation getting into final stage,the system of Cadres Staying at Villages as a type of governance mode of sports,it brings remarkable results to poverty alleviation.But at the same time,cadres as a force of heteronomy,it is easy to cause conflict with the villagers' autonomy when it comes into poverty alleviation field.This kind of conflict is easy to make the ability of villagers' autonomy weakenned by the two kind of govern logic.It is bad to benign development of villagers' autonomy.Report of the Nineteenth National Congress of the Communist Party of China proposed that: Improving the rural governance system combining autonomy,rule of law and rule of virtue,and autonomy is the foundation of rural governance system.So the cadres staying at villages should not weaken the villagers' autonomy,but integrate into it.This is the interest point of this paper,and also the research question of this paper.This paper combines literature analysis and embedded theory to build a theoretical framework for the integration of heteronomy and villagers' autonomy in poverty alleviation work in villages.Taking the poverty alleviation practice of Xiaotian Village,a village assisted by the Propaganda Department of the Bazhong Municipal Committee,as the research object,use case study,field investigation and literature analysis to study the integration of heteronomy and villagers' autonomy in poverty alleviation in villages.To analyze the conflicts between the poverty alleviation forces under the heteronomy and villagers' autonomy when they intervene in the field of rural poverty alleviation,and to explore the reasons behind them.On this basis,taking the Xiaotian Village Moral Bank project as an example,this paper reveals how the power of heteronomy can achieve the integration of villagers' autonomy in rural poverty alleviation,and then verifies the theoretical framework of this paper and draws conclusions.Through analysis this paper find out that:(1)In the process of poverty alleviation in villages,the actors,organizational structure and cultural values are three important factors in the integration of heteronomy and villagers' autonomy.The integration of heteronomy and villagers' autonomy in poverty alleviation in villages can be started from these three aspects.(2)From the perspective of embedding theory,the integration of heteronomy and villagers' autonomy can achieve the rationalization of the relationship between actors by embedding the relationship.The network organizational structure between heteronomy and villagers' autonomy subjects can be constructed by embedding the structure.By embedding the culture,rules and regulations based on local knowledge can be established,and the integration of heteronomy and villagers' autonomy values can be realized.Finally,the integration of heteronomy and villagers' autonomy can be realized.(3)The trust relationship and capital exchange between eating,living and working together are the deep-seated factors affecting the embedding of the relationship;interests,empowerment,material incentives and endogenous punishment are the deep-seated factors affecting the embedding of the structure;respect and utilization of local knowledge are the deep-seated factors affecting the embedding of the culture.(4)Relation embeddedness is the basis of the integration of heteronomy and villagers' autonomy in poverty alleviation work in villages.Structural embeddedness is the key,while cultural embeddedness is the basis of the integration of heteronomy and villagers' autonomy in poverty alleviation work in villages.The research conclusion preliminarily validates the theoretical concept of this paper.It provides some experience and reference for other similar areas in poverty alleviation in villages.
