With the rapid development of China’s economy,in the process of promoting urbanization,the scale of public management-service land is expanding,which makes it account for a higher proportion of the total urban construction land area,and there are unreasonable phenomena in the allocation and development and utilization.Therefor,our government attaches great importance to the rational allocation of land resources,actively formulates and promulgates relevant policies,further expands the scope of paid use of state-owned land,reasonably introduces market regulation mechanism,and carries out macro-control.However,as one of the basic basis of public management-service land regulation,the base land value of public management-service land of public management-service land lacks in the urban base land value system,which results in the embarrassment that the evaluation of such land has no reference basis to follow,and is not conducive to the government to carry out relevant regulation and control.In order to meet the realistic needs of further expanding the paid use scope of state-owned land and rationally allocating land resources for public use.Based on the analysis of the meaning and characteristics of public management-service land,this paper reconstructs the classification of public management-service land on the basis of for-profit and non-profit.On the basis of this reconstructed classification,this paper explores the method of selecting and optimizing the base land value assessment for public management-service land,and makes an empirical application of the method of exploring and selecting Baiyin District of Baiyin City as the research area.To a certain extent,it enriches the theory of base land value assessment of public management-service land,and provides a reference for the selection and practice of base land value assessment of public management-service land.The specific conclusions of this study are as follows:(1)This paper based on analyses the characteristics of public management-service land,and restructuring the classification of public management-service land into for-profit public management-service land category I,and non-profit public management-service land category II,and determined the evaluation idea of base land value for this kind of land.Based on the evaluation of the base land value of existing land,referring to theestablishment of base land value for public management-service land,distinguishing the results of evaluation from those of non-profit and for-profit.(2)In this paper,through sorting out and comparing the basic principles,scope of application and basic conditions of land valuation methods,starting from three aspects: the characteristics of public management-service land,the classification of reconstructed public management-service land,and the analysis of applicability of various commonly used evaluation methods to base land value assessment of public management-service land,and select the base land value correction coefficient method as the base land value assessment method of for-profit public management-service land category I,and cost approach as the base land value assessment method of no-profit public management-service land category II.(3)In this paper,selected Baiyin District of Baiyin City as the study area,referring to the base land value of land,the relevant standards of land expropriation compensation,and the relevant data and technical parameters in the study area,and carried out the scientific and reasonable demonstration evaluation and calculation of the base land value of public management-service land by using the explored evaluation method.The results show that:by using this method evaluating and calculating the base land value tally with the relation between public management-service land and the base land value of other category land.It is basically satisfy the needs of the base land value assessment of public management-service land,and proves that the evaluation method of explored is feasible. |
