The Benefit Evaluation Of Migration Resettlement Villages Policy For Rural Vitalization

Migration resettlement villages for poverty alleviation is that the government helps impoverished people living in areas with poor living conditions move to other areas and helps these people get rid of poverty gradually by improving the production and living conditions of the resettlement areas,adjusting the economic structure and expanding income-increasing channels.As the key measure of the “Wu Ge Yi Pi” of precision poverty alleviation projects at the new era,poverty alleviation and relocation has become the most effective way to get rid of poverty at the area which is not able to raise and support its people.In particular in recent years,relying on the implementation of this project and considering the needs of industrial cultivation and subsequent development,the governments of various regions have combined the choice of relocation and resettlement sites with the new countryside and beautiful rural construction and integrated industrial development with the global tourism.And they will actively organize the relocated households to move to the urban development zones,the industrial parks,tourist attractions and other places,which contain more centralized population,more convenient transportation and better fundamental infrastructure.Whats more,the areas will continuously improve the supporting infrastructure,public services and industrial development of water,electricity,road and greening,strengthen the comprehensive improvement of the rural environment,promote the mutual development between migration relocation villages and urban construction and the integration between the industrial and urban to lay solid foundations for the poor residents to develop industries,steadily increase income,effectively improve the production and living conditions of poor households and change the production method and lifestyles of the households.In addition,some of the centralized resettlement siteshave become the new socialist countryside boosted by the project of poverty alleviation relocation and a model of the beautiful countryside construction.According to the rural revitalization strategy put forward by The 19 th National Congress of CPC and basing on the stage characteristics of the current poverty alleviation and relocation,this study analysises how to connect the task of migration relocating villages for poverty alleviation to the strategy of rural revitalization closely at the new era and how to solve the issues on where to plan and move,how to build the house,increase the income,protect the environment,and manage new communities,et,and how to systematically promote housing construction,infrastructure,public services,employment development,ecological restoration.And how to promote the coordinated development among population,resources and ecology.This paper takes the Youyang Tujia and Miao Autonomous County as the research range,which is the national-class ecological function zone.The place is located in the hinterland of Wuling Mountain and the fringe of Chongqing,Hubei,Hunan and Guizhou,whose people are mainly the old and children and location is quite remote.It,is very poor and the mountainous region.And the paper takes the centralized resettlement project of the poverty alleviation as the research object.Basing on the perspective of the rural revitalization strategy put forward by the 19 th National Congress of the Communist Party of China,the study focuses on the policy benefit evaluation.After reading a large number of documents and literature materials and carrying out the field questionnaires and interviews in 30 migration resettlement villages,and the statistics were systematically organized and analyzed.Combining with the research and innovation of previous scholars,the paper built an index system to comprehensively evaluate the effectiveness and benefits of the migration resttlement villages for poverty alleviation policy and deeply analyzed the function of the this policy and the rural revitalization strategy and finally find out the main problems and disadvantages from five dimensions of industrial revitalization,ecological livability,rural civilization,effective governance,and prosperous life.In this case,this study puts forward reasonable countermeasures of migration resettlement villages for poverty alleviation and revitalization strategy to provide the suggestions for rural revitalization at the new era,At the same time,the study demonstrates the theoretical significance and practical value of migration resttlement villages for poverty alleviation and the rural revitalization,continuously enriching the research perspectives of poverty reduction theory and providing the theoretical support and path support for the rural revitalizationof poverty-stricken areas of Wuling Mountain.
