The Study On The Governance Ability Of Rural Governments From The Perspective Of "better Life Needs"

The report of the 19 th national congress of the communist party of China pointed out that socialism with Chinese characteristics has entered a new era.Realizing a well-off society in an all-round way is an important symbol of a better life.General secretary Xi Jinping once said,"the key to a well-off life depends on fellow villagers,Here "fellow townsman" actually is to point to broad rural masses.A better life in rural areas is an important embodiment of a well-off society in an all-round way.The government's ability to govern directly determines the quality of people's lives.The township(town)government at the most basic level of the state power is the subject of the implementation of national policies,and its governance capability is the key factor to achieve a better life in rural areas.Since "a better life" was proposed at the 19 th national congress of the communist party of China,according to the available data,there are few literatures systematically studying the governance ability of township governments from the perspective of "a better life need" in rural.This paper selects a multi-ethnic mixed,relatively lagging economic and social development and rural population in northeast Yunnan Province as a case study,Da Po the living conditions of rural people such as Dapo,Dewei and Dihe in Da Po,and analyzes the state of economic and social development of Da Po,with emphasis on the Da Po government in the concept of governance and The ability of policy implementation,resource allocation,public service and public goods supply,social management,etc.,and adapt to the countryside "the better life need" to its potential and the main problems are discussed.The author believes that,in addition to the basic governance capacity required by the Chinese government,the township government of Da Po should focus on improving eight capacities in four aspects in view of the natural,economic and social environmental characteristics of Da Po township.Providing quality public goods through resource integration;Building cadre to groom mechanism and management to assess a system;Improving the legal system and the social management system.
